Meeting Minutes, Tuesday December 1st, 2009, 6-7:30pm at Lake Mills
City Hall
Chairperson Bob Wardall called the meeting to order.

Present: Board Members; Melissa Fehrman, Mike Juszczak, Bob Wardall,
Glenn Zastrow, and Stan Smoniewski.  
Others Present; Jim Heinz of the Lake Mills Town Board; Pat Kordus of
the City Council for the first hour; Patricia L. Cicero - Jefferson
County Land and Water Resource Conservationist; and township residents
Janet & Jeff Jenrich.

The agenda was accepted. Mike motioned and Glenn seconded.  The
minutes for November were approved, Glenn motioned and Mike seconded.
Notice of the meeting was published in the Lake Mills Leader.

Town and City Report: Pat Kordus will check if any progress was made
on a better Mill Pond Pier.

Old Business:

A.    Placement of Navigation Buoys in Korth Bay & Marsh Lake:  Mike
spoke with Dave Walz, our DNR warden, about buoys in the Bay & Marsh. 
He will next try to contact the DNR recreational safety warden with
questions.  Mike recommends separate applications for the Marsh and
Bay.  Patricia stated that studies of bulrushes in Korth Bay in 1998,
2001, & 2009 show no decrease of stem density or area of coverage. 
Jim contacted Mr Topel regarding the Marsh buoys.  Jim said there are
5 buoys and they are being placed and taken out each season by Topel. 
The two agreed that Topel will put the buoys in this year, the town
will get a GPS & permit, and then the Town will begin managing the
buoys.  Jim will work with Scott Erwin to implement this.

B.    Update of ‘Rock Lake Recreational Rules’:  No report

C.    Boat Traffic on Rock Lake Relative to Other Area Lakes:  Bob
summarized recent discussions.  Janet talked with the Lake Mills
Police Chief, who told Janet boat trailer parking along Sandy Beach is
not permitted, and when there are violations, they are ticketed. 
Rotary Park boat trailer parking is permitted. 
Jim reported that the Town would charge $40 for an annual boat launch
permit, $7 for a daily.

New Business: Scheduling of Next Meeting: Glenn moved that the
Committee next meet in February and omit the January meeting.  Stan
seconded, passed unanimously.
