Town of Lake Mills
October 9, 2007

Meeting was called to order by Chairperson Heinz.  All members were
present.  Motion made by Supervisor Berns to adopt the agenda with the
amendments to remove item 8c and to change item 8a as a marathon run
not a bike ride, seconded by Supervisor Schroeder.  Carried.  Motion
made by Supervisor Berns to approve the minutes of the September 11,
2007 monthly board meetings seconded by Supervisor Schroeder. 
Carried.  Motion made by Supervisor Schroeder to approve the
Treasurerнs Report, seconded by Supervisor Berns.  Carried.  Motion
made by Supervisor Schroder to approve the General Fund Vouching of
$52,344.17, seconded by Supervisor Berns. C carried.  
The Police Report was read by Chief Robert Delaney.  Chairperson
Heinz reported that the Joint Rock Lake Committee has r reviewed the
proposed waterway obstruction ordinance and has made suggestions.
Supervisor Schroeder reported that the Fire Department Advisory
Committee has been working on the 2008 budget, and discussions of the
cost of the Dive Team up keep and Hazmat Response.
Period of Public Comment:  Resident Bob Jeffers requested road signs
on Korth Highlands Road in the Elm Point Subdivision area; Chairperson
Heinz will order two signs and get them placed.
Motion made by Supervisor Berns to approve the application for the ?
mile marathon organized by Tyranena Brewing on November 10th, seconded
by  Supervisor Schroeder.  Roll Call Vote:  Chairperson Heinz-aye,
Supervisor Schroeder-aye, Supervisor Berns-aye.  Carried.
No action taken on the discussion for rezone for DRMR Development,
this item will be removed from the agenda.
Motion made by Chairperson Heinz to table the discussion of the
proposed ordinance 5-19 Waterway Obstructions, seconded by Supervisor
Schroeder.  Carried.  The discussion included comments from town
resident Grey Whitney who lives on the channel.  He had several
suggestions and concerns regarding the wording of the ordinance and
conflicts regarding regulations between local, county and state
governing bodies, as well as the time allowed to remove the potential
obstructions. Chairperson Heinz suggested that we make some changes
and review Mr. Whitneyнs concerns and give the information to the town
attorney for further review.
Motion made by Chairperson Heinz to allow Supervisor Berns to
continue looking in to the use of swails along Shorewood Hills Road to
help with drainage issues and to contact Forest Landscaping for an
estimate of the cost to do such work, seconded by Supervisor
Schroeder.  Carried.
Motion made by Tom Berns to consider the request for review of
assessment made by Aaron Johnson, seconded by Supervisor Schroeder. 
Roll Call Vote:  Chairperson Heinz-no, Supervisor Schroeder-no,
Supervisor Berns-no.  Motion failed.  The board explained that the
review of assessments are done at the Board of Review which is in the
spring of each year, which Mr. Johnson did attend this past spring
where the Board of Review did lower his assessment as they deemed
necessary.  If Mr. Johnson would like to appeal further he was given
instructions to do so on the back of his notice of change of
assessment sent to him by Certified Mail after the Board of Review
Adjourned.  The town clerk will send a letter to Mr. Johnson stating
the boardнs decision on the matter.
    Motion made by Supervisor Schroeder to approve the excavation costs
of $1,784.00 for the ditching work on Elm Point Road to be  completed
by Forest Landscaping, seconded by Supervisor Berns.  Roll Call Vote: 
Chairperson Heinz-aye, Supervisor Schroeder-aye, Supervisor Berns-aye.
 Carried.
Motion made by Chairperson Heinz to approve the scheduling of the
annual budget workshop for either October 24th, or 25th, seconded by
Supervisor Schroeder.  Carried  
Motion made by Chairperson Heinz to proceed with the drainage study
to be done by Ayers &Associates for Park Lane, seconded by Supervisor
Berns.  Carried.  A copy of the study will be given to the Jefferson
County Parks Department.
    No action taken on the brushing of Shorewood Hills Road.  
Motion made by Supervisor Berns to approve the contract with Jacobson
Appraisals for assessment services, seconded by Supervisor Schroeder. 
Roll call vote:  Chairperson Heinz-aye, Supervisor Schroeder-aye,
Supervisor Berns-aye, Carried.
    Correspondence:  Ayers & Associates reported that they approve the
sub base for the cul-de-sac on East Kroghville Road, and Sean McCoy
sent the town a letter regarding the flooding, and sewer back up
issues caused by the heavy rains a month ago and is willing to work
with the town to find solutions.
    There was also a request to lower the speed limit on Elm Point Road
below 25 mph, and Chairperson Heinz reported that the striping on Elm
Point will be redone.
Motion made by Supervisor Schroeder to adjourn, seconded by
Supervisor Berns. C carried.
These minutes are unapproved.  Any corrections made thereto will be
noted in the proceedings of the next meeting in which they are
approved.
