Special Meeting of the Electors

Meeting called to order by Chairperson Heinz.  Motion made by Eugene
Hasel to adopt the 2008 tax levy of $325,000.00, seconded by Janet
Jenrich.  Carried.  Motion made by Eugene Hasel to adopt the 2008
Highway Budget of $189,947.00, seconded by Sharon Guenterberg. 
Carried.  Motion made by Sharon Guenterberg to adjourn, seconded by
Chairperson Heinz.  Carried. 
These minutes are unapproved.  Any corrections made thereto will be
noted in the proceedings of the next meeting in which they are
approved.

Town of Lake Mills

    Meeting called to order by Chairperson Heinz.  All members were
present.  Motion made by Supervisor Schroeder to adopt the agenda,
seconded by Supervisor Berns.  Carried. Motion made by Schroeder to
approve the October 9th monthly meeting minutes with the following
changes:  2nd paragraph delete the extra мrо in line #2, 4th paragraph
should be reworded to мhalf of a marathonо instead of м1/2 mile
marathonо, 7th paragraph spelling correction of мswalesо, 3rd
paragraph from the end- add a мdо to the word approved in the first
line, 2nd paragraph from the end change мElm Point Roadо to мShorewood
Hills Roadо and deletion of the extra мcо in the last line.  Motion
seconded by Supervisor Berns.  Carried.
Motion made by Supervisor Berns to approve the Treasurerнs Report,
seconded by Supervisor Schroeder.  Carried.  Motion made by Supervisor
Schroeder to approve the General Fund Vouching of $ 32,889.56,
seconded by Supervisor Berns.  Carried.  
The police report was read by Chief Robert Delaney.  Motion made by
Chairperson Heinz to approve the request made by  Chief Delaney for
his attendance to in-service training on Feb. 3-6, 2008 in Wisconsin
Dells, seconded by Supervisor Schroeder.  Carried.
Chairperson Heinz reported that the Joint Rock Lake Committee
reviewed the Implementation of the Rock Lake Management Plan.
Chairperson Heinz reported that the Jefferson County Parks Committee
will look at the Park Lane Drainage plan and has been requested to
have a decision of what to do by April of 2008 as requested by
Chairperson Heinz.  
Motion made by Supervisor Schroeder to take the Waterway Obstruction
ordinance off of the table, seconded by Supervisor Berns. Carried. 
Chairperson reviewed the changes made to the ordinance by the town
attorney. Supervisor Berns motioned to adopt the ordinance with it to
take effect upon publication and posting, seconded by Supervisor
Schroeder.  Roll Call Vote: Chairperson Heinz-aye, Supervisor
Schroeder-aye, Supervisor Berns-aye.  Carried.
Motion made by Supervisor Schroeder to approve the Adoption of the
Emergency Response Plan, seconded by Supervisor Berns.  Roll Call
Vote: Chairperson Heinz-aye, Supervisor Schroeder-aye, Supervisor
Berns-aye.  Carried.
Motion made by Supervisor Berns to approve the $1.00 increase in the
hourly wage for town police officers and the town chief of police
(officers from $16.00 to $17.00 and chief from $17.00 to $18.00),
seconded by Supervisor Schroeder.  Roll Call Vote: Chairperson
Heinz-aye, Supervisor Schroeder-aye, Supervisor Berns-aye.  Carried.
Motion made by Supervisor Schroeder to approve the increase in the
hourly wage for the town ditch mower from $12.00 to $12.35, seconded
by Supervisor Berns. Roll Call Vote: Chairperson Heinz-aye, Supervisor
Schroeder-aye, Supervisor Berns-aye.  Carried.
Motion made by Supervisor Schroeder to approve the 2008 Town Budget,
seconded by Supervisor Berns. Roll Call Vote: Chairperson Heinz-aye,
Supervisor Schroeder-aye, Supervisor Berns-aye.  Carried.
Motion made by Supervisor Schroeder to approve the  annual contract
for animal control with Jefferson County Human Society for a onetime
payment of $4,230.72, seconded by Supervisor Berns. Roll Call Vote:
Chairperson Heinz-aye, Supervisor Schroeder-aye, Supervisor Berns-aye.
 Carried.
No action taken on the discussion of election information.
Motion made by Supervisor Berns to approve the garbage /recycling
costs of $155.00, seconded by Supervisor Schroeder.  Roll Call Vote:
Chairperson Heinz-aye, Supervisor Schroeder-aye, Supervisor Berns-aye.
 Carried.
Motion made by Supervisor Schroeder to approve the $250.00 in kind
donation this year and $250.00 in the first quarter of 2008 to the
Main Street Program, seconded by Supervisor Berns.  Carried.
Chairperson Heinz reported that Joint Rock Lake Committee member
Betsy Delorey resigned.  The town is now currently looking for a
replacement member. Chairperson Heinz also reported about two
different groups looking for funding for bike trails in the area.
Motion made by Supervisor Berns to adjourn, seconded by Supervisor
Schroeder.  Carried.
