March 6, 2007 Joint Rock Lake

Meeting Minutes, Tuesday March 6th, 2007, 6-7:15 p.m. at Lake Mills
City Hall
Chairperson Glenn Zastrow called the meeting to order at 6:00p.m.
Present: Melissa Fehrman, Glenn Zastrow, and Stan Smoniewski, plus
Jim Heinz of the Lake Mills Town Board.
The agenda was accepted.  Melissa motioned and Stan seconded.  The
minutes for February were approved, Glenn motioned and Stan seconded.
Notice of the meeting was published in the Lake Mills Leader.

Town and City Report: Jim mentioned that the parking lot redesign at
the North End was approved at the County Parks Committee meeting, and
soon should be moving out to bids.  Grants for helping fund the
parking lot project are being researched.  The Town sent a letter of
support for a grant Patricia wrote concerning Mud and Hope Lakes. 
There was no City report.

Old Business:

A)    Long Range Plan for Rock Lake: Stan brought-up the goals of the
Management Plan, and that we should start discussing implementation
ideas at the next meeting.

B)    Boat Launch Ordinance and Beach Improvements: Melissa mentioned
several issues that could improve City public beaches.  She will begin
drafting a list of specific ideas to be discussed at the next meeting.


C)    Educational Brochure: We reviewed maps (from Patricia) and a draft
of the front of the brochure from Betsey (JRLC member).  There were
several edits.  Glenn will share with Scott Erwin (Town lake patrol
officer), and talk with Betsey.

D)    Joint Rock Lake Meeting Format:  Melissa motioned, and Glenn
seconded a motion that passed unanimously.  The motion is to add a
specific period for additional public comment and questions, joined to
the ‘Correspondence’ section.

E)    City's Draft Ordinance on Preservation of Shore Cover and Vision
Access Corridor:  The City dropped the draft ordinance. There was
discussion that the Long Range Plan for Rock Lake calls for
implementation of more effective City shoreline zoning, which this
ordinance would have addressed.
