July 10, 2007 Joint Rock Lake

Meeting Minutes, Tuesday July 10th, 2007, 6 – 7:30p.m. at Lake Mills
City Hall
Acting Chairperson Melissa Fehrman called the meeting to order at
6:05p.m.
Board Members Present:  Betsey Delorey, Melissa Fehrman, Mike Orcutt,
and Stan Smoniewski.
Others Present:  Jim Heinz of the Lake Mills Town Board and Patricia
L. Cicero, Water Resources Management Specialist for Jefferson
County.
The agenda was accepted.  Stan motioned and Mike seconded.  The
minutes for June were approved, Melissa motioned and Betsey seconded.
Notice of the meeting was published in the Lake Mills Leader.

Town and City Report: Jim reported that the Town Board submitted a
grant request to the Waterways Commission for a 60% cost share of the
N. End parking lot redesign.

Old Business:

A)    Long Range Plan for Rock Lake (LRP): Stan talked about the run-off
from Shorewood Hills Road, and how the road channels run-off on the
edge of the road.  This ‘stream of water’ is then directed off the
road at various locations, usually onto vegetated areas.  But near
Majola Park it flows directly into a creek and into the lake.  He
proposed a motion to recommend to the Town Board that swales be cut
into Shorewood Hills Road to reduce the quantity of run-off flowing
directly into the lake.  These swales would direct some of the
channeled run-off onto the grassy sides of the road.  The vote on the
motion was deferred until the item appeared specifically on our
agenda.  Patricia reported that she is in the process of collecting
water samples from the designated collection sites, and the
collections will continue until fall.  Brochures, websites, and
newspaper articles were all mentioned as ways to give riparians
information and stress healthy lake habits.  Melissa will research
possible access and costs of these methods.  Stan reported that the
Clean Boats – Clean Waters workshops did not materialize this summer. 
The Committee would like to see these efforts become successful. 
Patricia stressed the need for trained participants and some adult
representation, and that she could do the training.

B)    Boat Launch Ordinance and Beach Improvements: The group reviewed
Melissa’s draft and recommended some changes.  Melissa will update and
bring to the next meeting.

C)    Educational Brochure: The brochure was distributed at Town and
Country Days and many positive comments were received.
