September 4, 2007 Joint Rock Lake

Meeting Minutes, Tuesday September 4th, 2007, 6-7:30pm at Lake Mills
City Hall
Chairperson Glenn Zastrow called the meeting to order at 6:05p.m.
Board Members Present:  Betsey Delorey, Mike Orcutt, Glenn Zastrow,
and Stan Smoniewski.
Others Present:  Jim Heinz of the Lake Mills Town Board, Wayne
Magnusson of the City Council (for the first hour), Patricia L.
Cicero, Water Resources Management Specialist for Jefferson County,
and Bob Wardall (Township resident).
The agenda was accepted.  Mike motioned and Betsey seconded.  The
minutes for July were approved, Mike motioned and Betsey seconded. 
There was no quorum for the August meeting. Notice of the meeting was
published in the Lake Mills Leader.

Town and City Report: Jim attended a meeting of the Waterways
Commission to advocate for the Township’s grant request regarding the
redevelopment of the North End parking lot.  He said that this year
there are an exceptional number of requests for limited funds.   Wayne
mentioned that the City is discussing the Storm Water Utility.  The
City website has a lot of information on the issue.

Old Business:

A)    Long Range Plan for Rock Lake (LRP): Stan made a motion: "The
Joint Rock Lake Committee advises the Town Board to review the runoff
issues on Shorewood Hills Rd and possibly pilot the cutting of
'swales' to allow drainage into the grassy areas."  Mike 2nd the
motion.  The motion passed with Stan, Mike, and Glenn voting for,
Betsey against.   Stan will forward a correspondence to the Town Board
reflecting the Committee’s advice.  Glenn requested that the Clean
Boats – Clean Waters topic be reactivated in February, so workshops
could be continued that summer.  Betsey reported about research she
and Melissa did on educational possibilities.  Betsey also said she
set-up a website of the Joint Committee, though the link is not
published.

B)    Boat Launch Ordinance and Beach Improvements: As Melissa was not
in attendance; our drafted correspondence was not acted on.

C)    Educational Brochure: The brochure continues to enjoy positive
comments.
 

New Business: 

Recent High Water Level: The discussion centered on environmental and
property damages caused by the high water, which is still at dangerous
levels.  The poor clarity and quality of the water were also commented
on.
