October 2, 2007 Joint Rock Lake

Meeting Minutes, Tuesday October 2nd, 2007, 6-7:50pm at Lake Mills
City Hall
Chairperson Glenn Zastrow called the meeting to order at 6:05p.m.
Board Members Present: Melissa Fehrman, Glenn Zastrow, and Stan
Smoniewski.
Others Present:  Jim Heinz of the Lake Mills Town Board, Patricia L.
Cicero, Water Resources Management Specialist for Jefferson County,
and Gray Whitney (Township resident).
The agenda was accepted.  Stan motioned and Melissa seconded.  The
minutes for September were approved, Glenn motioned and Stan seconded.
Notice of the meeting was published in the Lake Mills Leader.

Town and City Report: none

Old Business:

A)    Long Range Plan for Rock Lake (LRP): Stan reported about the
proposal to advise the Town Board on Shorewood Hills Rd. storm water
runoff.  Stan and Tom Berns will identify four to six sites, and the
Board will review the sites for cutting of 'swales' to allow drainage
into the grassy areas.  Patricia reported that the channel testing is
continuing.  She did not secure a Spring event, so will try the coming
Spring.  She tried one Fall rain event, but there was not enough rain.
 She continues testing the control stream (by Highway A) monthly, and
water levels at both sites are being checked 2x a week.  Clean Boats –
Clean Waters will be taken off the agenda until spring.  Stan will
contact a High School science teacher, Mr Patton, to let him know the
Committee is interested in working with the students to have another
workshop in Spring ‘08.  There was a short discussion about the
Committee’s role with education efforts; what should the nature of the
efforts be, and how do they relate to our charter.  Those present
thought any website should ‘live’ within the Town website.

B)    Boat Launch Ordinance and Beach Improvements: Melissa is refining
the draft.

C)    Recent High Water Level: Though the water levels have finally
receded, concerns exist over the next large rain event.  There was
general agreement that the City acted promptly in opening the dam
during this event.
 

New Business: 

Town Ordinance to deal with fallen trees in lake: After extensive
discussion which included all present, Glenn moved that the Committee
support the ordinance as written.  The motion did not receive a
second.
