November 6, 2007 Joint Rock Lake

Meeting Minutes, Tuesday November 6th, 2007, 6-7:30pm at Lake Mills
City Hall
Chairperson Glenn Zastrow called the meeting to order at 6:05p.m.
Board Members Present: Melissa Fehrman, Glenn Zastrow, and Stan
Smoniewski.
Others Present:  Jim Heinz of the Lake Mills Town Board, Wayne
Magnusson of the City Council (for the first hour), and Patricia L.
Cicero, Water Resources Management Specialist for Jefferson County.
The agenda was accepted. Melissa motioned and Stan seconded.  The
minutes for October were approved, Melissa motioned and Glenn
seconded. Notice of the meeting was published in the Lake Mills
Leader.

Town and City Report: Wayne mentioned that the Council is considering
a boathouse replacement tonight.

Old Business:

A)    Long Range Plan for Rock Lake (LRP): Stan reported that the Town
Board approved the cutting of five test 'swales' on Shorewood Hills
Road to allow drainage into the grassy areas.  Patricia reported that
she continues to test at the control stream monthly (by Highway A) and
that the water levels at both sites (the other being the Mijola
Channel) are being checked 2x a week.  Patricia distributed a LRP
implementation update.  The group will discuss the document in detail
at its next meeting with the goal of developing a consensus of what
the Committee can help implement.  Stan motioned that the Committee
develop an official web page to be connected to the Town web site, and
a link be provided to the City.  Passed unanimously.

B)    Boat Launch Ordinance and Beach Improvements: There were several
suggestions for changes, Melissa will re-draft.

C)    Town Ordinance to deal with fallen trees in lake: Jim reported
that the ordinance would be discussed at tonight’s meeting.
 

New Business: 

Boat Engine Surging: Glenn asked to postpone the discussion until
further consultation with Scott Erwin.

Correspondence and Period of additional Public Comment:  Glenn is
forwarding a dam letter from the Committee to the City, commending the
City for its prompt attention to the dam during the recent high
water.

Adjournment: Melissa moved to adjourn, 2nd by Glenn.
