December 4, 2007 Joint Rock Lake

Meeting Minutes, Tuesday December 4th, 2007, 6-7:30pm at Lake Mills
City Hall
Chairperson Glenn Zastrow called the meeting to order at 6:05p.m.
Board Members Present: Melissa Fehrman, Glenn Zastrow, and Stan
Smoniewski.
Others Present:  Jim Heinz of the Lake Mills Town Board, Wayne
Magnusson of the City Council (for the first hour).
The agenda was accepted. Melissa motioned and Glenn seconded.  The
minutes for November were approved, Glenn motioned and Melissa
seconded. Notice of the meeting was published in the Lake Mills
Leader.

Town and City Report: Jim mentioned that the swales (as discussed at
prior meetings) have been cut into Shorewood Hills Road.  Tom Berns,
town board supervisor, thought the swales were having an immediate
impact on better road drainage.  Jim also mentioned that the ordinance
on fallen trees was passed and it is posted on the Town website.

Old Business:

A)    Long Range Plan for Rock Lake (LRP): The Committee identified
priorities it felt were in its bailiwick.  Though there will be more
discussion, the following are our initial list.  Please refer to the
management plan to read the detail associated with the priority:
3,6,7,18,19,26,29,33,39,43.

Stan will ask Robin, Town Clerk about the Town website, and how to
place information the Committee thinks important, on the website.  

B)    Boat Launch Ordinance and Beach Improvements: Melissa will prepare
a  2nd draft for the Committee.

C)    Boat Engine Surging: Glenn talked with the Town’s lake patrol
officer who will enforce an ordinance if it is passed.  However,
discussion centered on the difficulty of enforcement.  The Committee
decided not to pursue an ordinance and instead encourage better
maintenance of boat launches.
 

New Business: 

Town Ordinance to deal with vehicles on ice during dark: Discussion
centered, again, on the problems of enforcement.  More input from
absent Committee members will be sought.

The Committee voted unanimously to not hold a meeting in January.

Correspondence and Period of additional Public Comment:  We received
a letter of Betsey’s resignation form the Committee.
Adjournment: Stan moved to adjourn, 2nd by Melissa.
