January 8, 2008 Town Board minutes

Town of Lake Mills
January 8, 2008

Meeting was called to order by Chairperson Heinz.  All members were
present.  Motion made by Supervisor Schroeder to adopt the agenda as
amended, seconded by Supervisor Berns. Carried. Motion made by
Supervisor Berns  to approve the minutes of the December 11, 2007
monthly meeting, seconded by Supervisor Schroeder.  Carried.  Motion
made by Supervisor Berns to approve the Treasurer’s Report, seconded
by Supervisor Schroeder.  Carried.  Motion made by Supervisor
Schroeder to approve the General Fund Vouching of $1,377,424.59,
seconded by Supervisor Berns.  Carried.  
The police report was read by Chief of Police Robert Delaney, who
requested that the board approve the attendance of three of the town’s
officers to a Water Safety School in February.  Motion made by
Supervisor Schroeder to approve the costs of $20.00 per officer for
registration and approximately $92.00 for a hotel room, seconded by
Supervisor Berns.  Carried.
No Report for the Joint Rock Lake Committee- no meeting held in
January.
Chairperson Heinz reported that there will be a Site Analysis meeting
on January 17, 2008 scheduled for 2 pm at the Cambridge Village Hall
to discuss the bike trail linking the area communities and the Zeloski
Marsh.
Period of Public Comment:  Hope Oostdik encouraged and supported the
efforts to create the Bike Trail System through the area and also
voiced her concerns regarding the quality of the snowplowing done on
Cedar Lane mostly about the timing of when the plowing was done and
the results which were a month of compacted ice and snow on Cedar
Lane.  
Motion made by Supervisor Schroeder to approve the parcel split and
rezone from A-1 to A-3 of one 2-acre buildable site on CTH B for the
Heller Trust %Jean Klentz, seconded by Supervisor Berns.  Roll Call
vote: Chairperson Heinz-aye, Supervisor Schroeder-aye, and Supervisor
Berns-aye.  Carried.
Motion made by Chairperson Heinz to appoint Thomas Pezzi to the Joint
Rock Lake Committee to replace Betsy Delorey and complete the
remaining portion of her term, seconded by Supervisor Berns.  Roll
Call vote: Chairperson Heinz-aye, Supervisor Schroeder-aye, and
Supervisor Berns-aye.  Carried.
Motion made by Supervisor Schroeder to approve the mileage
reimbursement for town officials, police officers and other employees
to $0.505 per mile, seconded by Supervisor Berns.  Carried.
Motion made by Supervisor Berns to approve budget amendment
resolutions 1-2007 through 13-2007 as read by Chairperson Heinz,
seconded by Supervisor Schroeder.  Roll Call vote: Chairperson
Heinz-aye, Supervisor Schroeder-aye, and Supervisor Berns-aye. 
Carried.
Motion made by Chairperson Heinz to table the discussion of the
proposed Neighborhood Electric Vehicle (NEV) Ordinance, seconded by
Supervisor Berns.  Carried.  The proposed ordinance will allow
Electric vehicles to be used by the City of Lake Mills employees to
read electric meters in the areas of the Town of Lake Mills serviced
by the City of Lake Mills.  The Town of Lake Mills will look in to
adding a permitting process for individuals and exempt the City of
Lake Mills employees from needing such permits.
Motion made by Supervisor Berns to approve the special event permit
for the Knickerbocker Ice Festival on Rock Lake for ice golf and a
fisheree on February 9th or February 16th (pending the weather and ice
conditions), seconded by Supervisor Schroeder. Roll Call vote:
Chairperson Heinz-aye, Supervisor Schroeder-aye, and Supervisor
Berns-aye.  Carried.  DNR warden Dave Walz will advise the
Knickerbocker Fisheree Coordinator, Dean Brooks, as to the ice
conditions for the fisheree to ensure safety.
Motion made by Supervisor Schroeder to approve the purchase of two
new piers for Ferry Park (approx. $4,284.00) and Elm Point Road
(approx. $3,044.00) boat launches, seconded by Tom Berns.  Carried.
Motion made by Supervisor Schroeder to adjourn, seconded by
Supervisor Berns. Carried.
These minutes are unapproved.  Any corrections made thereto will be
noted in the proceedings of the next meeting in which they are
approved.
