Meeting was called to order by Vice Chairperson Steve Nass. 
Commission members present: Steve Nass, James Battist and Tom Berns,
Hope Oostdik arrived late and Eugene Hasel was absent.  Motion made by
James Battist to adopt the agenda, seconded by Tom Berns.  Carried. 
Motion made by Tom Berns to approve the amended minutes of the
February monthly meeting, seconded by James Battist.  Correction:
Remove the title of Supervisor from James Battist at the end of the
first paragraph.  Carried.
No Plan Commission Chairperson report or Town Board report.  Steve
Nass reported for the County Board that they are reviewing a
Historical Site Ordinance to help the County locate and record
historical sites within the County that are in the townships where
there are no established Historical Societies.  
County is also reviewing a suggestion from County Supervisor Bosch to
change Farmland Consolidation splits from a maximum of 3 acres to a
max. of 5 acres.  The County is seeking feedback from Towns.
    Period of Public Comment:  Town Board Supervisor Dave Schroeder
inquired about any filed applications regarding zoning related issues
for land owned by Brian Rasmussen off of CTH S.  There currently are
no known applications filed regarding this parcel.
No application to review.
John Molinaro presented information regarding the Farmland
Preservation Commission for Jefferson County. Brief Summary:  The
Commission is concerned with the preservation of farmland by means of
donated development easements on farmland, and in return would be an
income tax write off over a specified period of time for the property
owner who continues to own the land and can continue using the land
for whatever they choose except for development.  The County would
then permanently preserve the farmland.
No action taken on the discussion of Impact fees.  The Wisconsin
Town’s Associations publication updated the commission regarding the
collection of impact fees.  The town is able to begin collecting fees
in lieu of park land however the fees must be used only for new
parkland purchasing or development.  The Commission would like to get
clarification regarding when the park fee would be paid and by whom.
The April monthly meeting date will be Wednesday April 2, 2008 at 8pm
due to the Spring Election.
No action taken regarding the review of Town Ordinance 5-4 the
commission made a few changes in the draft but continue to wait for
feedback from the town’s attorney for some specific issues.
Motion made by James Battist to adjourn, seconded by Tom Berns.
Carried.These minutes are unapproved.  Any corrections made thereto
will be noted in the proceedings of the next meeting in which they are
approved.
