April 8, 2008 Annual & April Monthly Town Board Minutes

April 8, 2008
Annual Town Board Meeting

Meeting was called to order by Chairperson Heinz.  Electors present
consisted only of the town board members.  Motion made by Tom Berns to
approve the agenda, seconded by Dave Schroeder.  Carried. Motion made
by Dave Schroeder to approve the minutes of the April  10, 2007
minutes of the Annual meeting, seconded by Tom Berns.  Carried.  
    The Annual Financial Report Summary was read by the Town Clerk,
Robin Untz.  Motion made by Dave Schroeder to approve the Annual
Financial Report, seconded by Tom Berns. Carried.
    Tom Berns reported that during the past year the Plan Commission had
mostly minor applications to review, one proposed condo development
which is currently indefinitely tabled, and has worked on updates on
the Town’s Subdivision Ordinance, 5-4, to make it consistent with the
Town’s Comprehensive Land Use Plan. Chairperson Heinz also added that
the Plan Commission, in conjunction with the Subdivision Ordinance has
been reviewing the Pier Ordinance and proposing changes which will
help protect DNR Designated Sensitive areas around Rock Lake.  
    Chairperson Heinz reported that the ETZ Committee has not met for
over a year but are planning a meeting to review proposed changes to
the City’s Zoning Ordinance regarding the North Growth Area and
enforcement issues in that area.
    Motion made by Chairperson Heinz to increase the annual clerk’s wage
from $18,000.00 to $21,500.00, seconded by Steve Nass.  Carried.  Wage
increase will not take effect until the next election term in April
2009. Request was made by the town clerk due to the increase of
responsibilities over the last few years.
    Motion made by Dave Schroeder to increase the annual Town
Chairperson’s wage from $7,000 to $8,400, seconded by Steve Nass. 
Carried.  Schroeder proposed the increase due to the increase of work
and responsibilities which the Chairperson has endured over the last
several years.
    Motion made by Dave Schroeder to approve the date of April 14, 2009,
7 pm, for the next annual meeting, seconded by Steve Nass.  Carried.
    Motion made by Eugene Hasel to adjourn, seconded by Steve Nass. 
Carried.
These minutes are unapproved.  Any corrections made thereto will be
noted in the proceedings of the next meeting in which they are
approved.

Town of Lake Mills
April 8, 2008

Meeting was called to order by Chairperson Heinz.  All members were
present.  Motion made by Supervisor Schroeder to adopt the agenda,
seconded by Supervisor Berns.  Carried. Motion made by Supervisor
Berns to approve the minutes of the March  monthly meeting, seconded
by Supervisor Schroeder.  Carried.  Motion made by Supervisor
Schroeder to approve the Treasurer’s Report, seconded by Supervisor
Berns.  Carried.  Motion made by Supervisor Berns to approve the
General Fund Vouching of $116,996.74, seconded by Supervisor
Schroeder.  Carried.  
    The monthly police report was read by Chief Robert Delaney.  No
Joint Rock Lake Committee or Plan Commission Reports were given.
    Motion made by Supervisor Berns to approve the special event permit
application for the Wisconsin Triathlon Series to hold a triathlon on
June 1st, 2008, seconded by Supervisor Schroeder.  Roll Call Vote:
Chairperson Heinz-aye, Supervisor Schroeder-aye, Supervisor Berns-aye,
motion carried.
    Motion made by Chairperson Heinz to table the discussion of the
Neighborhood Electric Vehicle Ordinance, seconded by Supervisor
Schroeder.  Carried.  The town’s attorney needed to clarify a few
items with the City’s attorney.  Steve Nass, a County Board Supervisor
reported that the County does not permit NEV’s on County Highways at
this time and this issue needs to be addressed by the County.  
    Motion made by Supervisor Schroeder to approve the hiring of
Angelica Tile Company to brush town roads as specified by town board
for one week at the rate of $130 per hour, seconded by Supervisor
Berns.  Roll Call Vote: Chairperson Heinz-aye, Supervisor
Schroeder-aye, Supervisor Berns-aye, motion carried. A prioritize list
of roads to be brushed will be posted on the town’s website.
    Motion made by Supervisor Schroeder to approve to have Jefferson
County complete pothole repair and gravel and grading, seconded by
Supervisor Berns.  Roll Call Vote-Chairperson Heinz-aye, Supervisor
Schroeder-aye, Supervisor Berns-aye, and motion carried.
    Motion made by Supervisor Schroeder to let the bids for 2008 Road
work, seconded by Supervisor Berns.  Carried.  A list of work and bid
information will be posted to the town’s website.
    No action was taken on the discussion of Park Development for the
Shorewood Hills 3rd Addition.  The town clerk will send letters to the
residents in that area to get a committee formed which will plan the
development.
    Motion made by Supervisor Schroeder to approve the application for
County Highway Aid in the amount of $7,632.00, seconded by Supervisor
Berns. Roll Call Vote: Chairperson Heinz-aye, Supervisor
Schroeder-aye, Supervisor Berns-aye, motion carried.
    Motion made by Supervisor Berns to approve the attendance of the
Town’s Attorney Lee Leverton to the Wisconsin Town’s Association
Attorney Conference, seconded by Supervisor Schroeder. Roll Call Vote:
Chairperson Heinz-aye, Supervisor Schroeder-aye, Supervisor Berns-aye,
motion carried.
    Supervisor Schroeder motioned to adjourn, seconded by Supervisor
Berns.  Carried.
