Town of Lake Mills
May 13, 2008

Meeting was called to order by Chairperson Heinz.  All members were
present.  Motion made by Supervisor Schroeder to adopt the agenda,
seconded by Supervisor Berns.  Carried.  Motion made by Supervisor
Berns to approve the minutes of the April monthly meeting, seconded by
Supervisor Schroeder.  Carried.  Motion made by Supervisor Schroeder
to approve the Treasurer’s Report, seconded by Supervisor Berns. 
Carried.  Motion made by Supervisor Berns to approve the General Fund
Vouching of $88,697.65, seconded by Supervisor Schroeder.  Carried.  
    The monthly police report was read by Chief Robert Delaney. 
Chairperson Heinz reported that the Joint Rock Lake Committee tabled
the discussion of the amended town pier ordinance for further review.

 Supervisor Berns reported that the Plan Commission tabled the
discussion of a farmland consolidation request from Jeff Schollmeyer,
made the recommendation to the town board to approve the amended town
subdivision ordinance 5-4 and the town’s amended pier ordinance 5-6.
Period of Public Comment:  Janet and Jeff Jenrich on Cedar Lane were
concerned about the placement of buoys in Korth Bay, they felt they
were out further from the shore than they were in the past and were
also wanted to know the status of the north end parking lot. 
Chairperson Heinz reported that the grant application was denied by
the State’s Waterway Commission and that the town will try again in
the fall to reapply.  Until then the parking lot will remain as is. 
Jenrich’s were also concerned about the traffic on Rock Lake and the
limiting of incoming boats through the improvement of the north end
parking lot.
No action was taken on the discussion of request for farmland
consolidation made by Jeff Schollmeyer on CTH O.
Motion made by Supervisor Schroeder to approve the proposed town
ordinance 6-5 “Authorizing the Operation and Regulation of
Neighborhood Electric Vehicles”, seconded by Supervisor Berns.  Roll
Call Vote:  Chairperson Heinz-aye, Supervisor Schroeder-aye,
Supervisor Berns-aye.  Ordinance will be posted on website and
published.
Motion made by Supervisor Berns to approve the appointment of Robert
Wardall, seconded by Supervisor Schroeder.  Carried.  Mr. Wardall was
sworn in by town clerk.
    Motion made by Supervisor Berns to published amended town ordinance
5-4 “Land and Subdivision Regulations”, seconded by Supervisor
Schroeder.  Roll Call Vote:  Chairperson Heinz- aye, Supervisor
Schroeder-aye, Supervisor Berns-aye.  Carried.  The amended ordinance
summary will be published in the Lake Mills Leader; the ordinance in
its entirety will be posted on the town website and will be made
available at the Public Library.  
    Motion made by Supervisor Berns to approve the amended town
ordinance 5-18 “Emergency Slow-no-Wake” seconded by Supervisor
Schroeder.  Roll Call Vote:  Chairperson Heinz- aye, Supervisor
Schroeder-aye, Supervisor Berns-aye.  Carried.  The amended ordinance
summary will be published in the Lake Mills Leader; the ordinance in
its entirety will be posted on the town website.
Motion made by Supervisor Schroeder to table the discussion on the
proposed amended town ordinance “ Regulation for the Placement of
Piers, Wharves, Swimming Rafts, Inflatable’s, and Mooring Buoys in the
Waters of Rock Lake”, seconded by Supervisor Berns.  Carried. 
Chairperson Heinz reviewed the proposed changes and made
clarifications regarding what would and wouldn’t be allowed for piers
and boats in DNR designated sensitive areas of Rock Lake. He also
reported that wording regarding the length of a pier and width of a
pier were updated to match DNR regulations.  Also definitions were
added for “inflatables”, “Environmentally Sensitive Areas”, and the
definition for “riparian owner” was expanded.  The proposed amended
town ordinance will be available on the town website.  The Joint Rock
Lake Committee and Plan Commission will have further discussions
regarding amendments to this ordinance and the town will hold a public
hearing in the upcoming months.
Town Chairperson Heinz will contact local eagle scouts to possibly
reconstruct the split rail fence at Ferry Park as a project.
Supervisor Schroeder agreed to dispose of the old pier on Ferry Park
as well as take down the dead trees on Rock Lake Road by the County’s
salt shed that are in the town road right of way.  
Motion made by Supervisor Schroeder to approve the sweeping of the
Shorewood Hills area by Fahrner Asphalt for $2,000, seconded by
Supervisor Berns.  Carried.
    Motion made by Chairperson Heinz to approve the bid for Wedging of
Alley Road for $20,737.00 made by B.R. Amon & Son’s, seconded by
Supervisor Schroeder.  Carried. 
    Motion made by Chairperson Heinz to approve the bid for
reconstruction of Echo Bay Lane for $17,713.95  made by B.R. Amon &
Son’s, seconded by Supervisor Schroeder.  Carried. 
    Motion made by Chairperson Heinz to approve the bid for Canterbury
Lane and Elm Point Road for  a total of #3,900.00 made by Fahrner
Asphalt, seconded by Supervisor Schroeder.  Carried. 
    Motion made by Chairperson Heinz to approve the bid for Crack
filling of Stockbridge Court and Maple Court for a total of $1,562.00
made by T.A.Z. Crack filling, seconded by Supervisor Schroeder. 
Carried. 
    Motion made by Chairperson Heinz to approve the bid for Additional
Project work on  Park Lane Road(correcting water drainage) for
$5,050.00 made by B.R. Amon & Son’s, seconded by Supervisor Schroeder.
 Carried.
Correspondence:  The town clerk read a letter reporting damage of
fence, steps and ruts from snowplowing this winter by Marie Brannen on
Upper Shorewood Hills Road.  John’s Disposal Service also reported
issues with scavengers going through garbage and recycling bins in the
area which raises concerns about privacy issues, safety and liability
issues as well as messes at curbs.  Scavenging is illegal according to
town ordinance and the recyclables that are collected by Johns are
used to offset the rising costs of truck and labor.  It also lowers
the recycling material totals that are used to determine grant money
from the state that the town receives.  The town chairperson
encouraged anyone seeing someone scavenging for recyclables to be
reported to the police. 
Motion made by Supervisor Schroeder to adjourn, seconded by
Supervisor Berns.  Carried.
These minutes are unapproved.  Any corrections made thereto will be
noted in the proceedings of the next meeting in which they are
approved.
