May 6, 2008 Joint Rock Lake Committee

Meeting Minutes, Tuesday April 1st, 2008, 6-7:30pm at Lake Mills City
Hall
Chairperson Glenn Zastrow called the meeting to order at 6:15p.m.
Board Members Present: Tom Pezzi, Glenn Zastrow, and Stan
Smoniewski.
Others Present:  Jim Heinz of the Lake Mills Town Board, Wayne
Magnusson of the City Council (for the first hour), and Patricia L.
Cicero, Water Resources Management Specialist for Jefferson County.
The agenda was accepted. Tom motioned and Glenn seconded.  The
minutes for February were approved, Glenn motioned and Tom seconded. 
There was no March meeting due to lack of quorum.  Notice of the
meeting was published in the Lake Mills Leader.

Town and City Report: none

Old Business:

A)    Long Range Plan for Rock Lake (LRP): Please refer to the
management plan to read the detail associated with the priority: 
7) Glenn talked with Scott Erwin from the Lake Patrol regarding
having buoys placed out at 100’ and 200’ at some boat launches.  Scott
did not think it would help much.  Glenn will also talk with Dave
Walz.  Discussion centered on the need to get on the lake and evaluate
the situation.  We could also invite public officials to accompany us,
and use the public meeting to discuss observable lake issues. 
Patricia will obtain cards that aid one in estimating distance, so we
can evaluate that solution.
18) Tom researched vendors that sell trampolines.  There seems to be
little difference between rafts (which are regulated) and trampolines
(which have minimal regulation).  Tom moved that we recommend to the
Town Board to “Allow seasonal inflatables <  100 square feet <  38
inches in height, and placed within 150 ft from shore, set back at
least 10ft. from lot lines.”  This motion was seconded by Glenn. 
Motion passed unanimously.  Stan will send a letter of the
recommendation to the Town Board.
19) Glenn talked with Bill Loeder who will provide us with used
containers to store pamphlets.  We will mount them at the boat
launches.
26,29,33,39,43 will be discussed at a later meeting.

Stan clarified content issues on the proposed website for the
Committee and will communicate Committee webpage needs to Robin, Town
Clerk.

B)    Boat Launch Ordinance and Beach Improvements: Issue tabled until
Melissa returns.

New Business: none

Correspondence and Period of additional Public Comment:  Patricia is
a member of the Storm Water Utility and they had their first meeting. 
The dam was mentioned as part of storm water control.
Adjournment: Stan moved to adjourn, 2nd by Tom.
