July 8, 2008 Town Board

Town of Lake Mills
July 8, 2008

Meeting was called to order by Chairperson Heinz. All members were
present.  Motion made by Supervisor Schroeder to approve the minutes
of the  June monthly meeting with the amendment to add “Motion made by
Chairperson Heinz to not accept the recommendation made by the Plan
Commission regarding the amendments to the town’s pier ordinance,
seconded by Supervisor Schroeder. Carried”, seconded by Supervisor
Berns.  Carried.
Motion made by Supervisor Berns to approve the Treasurer’s Report,
seconded by Supervisor Schroeder.  Carried.  Motion made by Supervisor
Schroeder to approve the General Fund Vouching of $37,661.69, seconded
by Supervisor Berns. Carried.  
The police report was read by Chief Robert Delaney.  Chairperson
Heinz reported that the Joint Rock Lake Committee has a workshop
scheduled with the town Plan Commission on Wednesday, Juy16th, 7:00 pm
at the City Hall, upstairs in the Council Chambers. The meeting is
open to the public.
The Town Clerk, Robin Untz, reported that the group of residents met
for the first time regarding the development of the tot lot on the
corner of Bridle Path and Saddle Lane.  Residents indicated that a
basketball court, benches and some play structures were desirable for
the lot.  Additional meetings with the residents will happen in the
future.
Period of Public Comment:  Dr. Tom Luetzlow introduced himself as a
candidate for the 37th Assembly District.
Motion made by Chairperson Heinz to approve the operator licenses for
Varinder Singh, Jatinder Singh, Jean Harbort, Stefanie Pauls, Nathan
Goudreau, Ashley Holen, Courtney Riege, and Darcy Julseth, seconded by
Supervisor Berns.  Carried.
Motion made by Supervisor Berns to approve the special event permit
for London Depot for a block party on August 23rd, seconded by
Supervisor Schroeder.  Roll Call Vote:  Chairperson Heinz-aye,
Supervisor Schroeder-aye, Supervisor Berns-aye.  Carried. 
Motion made by Supervisor Schroeder to approve the purchase of a set
of snow tires and rims for the squad car for $942.00, seconded by
Supervisor Berns.  Roll Call Vote:  Chairperson Heinz-aye, Supervisor
Schroeder-aye, Supervisor Berns-aye.  Carried. 
Supervisor Berns motioned to approve the purchase of a software
program for the Town Police Department, seconded by Supervisor
Schroeder.  Roll Call Vote:  Chairperson Heinz-aye, Supervisor
Schroeder-aye, Supervisor Berns-aye.  Carried. 
No action taken on the discussion of brushing on Kroghville Road
related to damage and claims against the town.  Three residents were
present to comment on their dissatisfaction of the quality of the
brushing done on Kroghville Road.  They reported that several hard
wood trees were severely trimmed in the process of trimming back scrub
trees and brush.  Debris was thrown into adjoining farm fields making
it difficult to harvest the crops, causing time consuming clean up and
damaging crops.  They requested that the town board never use the
large machine for brushing again and asked to have the damaged trees
trimmed up properly or removed.  The residents also requested to be
notified by mail of such work prior to the start.  Chairperson Heinz
reported that the town board posted and held a special meeting on June
28th on Kroghville Road to assess the work and change to policy of how
the trimming and brushing was to be done for the remaining work.  They
also discussed having the stumps of the scrub trees to be “painted”
preventing them from growing back, as well as encouraging landowners
to help in the maintenance of trees along the road right of ways. 
Battist Farms submitted a bill for loss of crop and the cost of
cleanup from fields that had debris thrown in them.  Chairperson Heinz
asked to have the bill submitted to the town’s insurance company.
No action taken on the discussion of the ditch repair on Lakeview
Road. Chairperson Heinz will contact Forest Landscaping to place
matting in the ditch to prevent erosion.
Motion made by Supervisor Schroeder to approve the placement of two
additional stop signs, creating a three way stop at the intersection
of Bridle Path and Polo Lane, seconded by Supervisor Berns. Roll Call
Vote:  Chairperson Heinz-aye, Supervisor Schroeder-aye, Supervisor
Berns-aye.  Carried.  The request of stop signs came from residents
participating in the committee to develop the tot lot on Bridle Path. 
They have concerns about speeding and “cut thru” in that area where
several young children live and play.  
Correspondence:  Mary Price wrote a letter of concern about the
standing water on Shorewood Hills Road and what is being done to
correct this issue.  Town Board members will look in to cut outs along
the east side of Shorewood Hills Road as well as initiating talks with
the City to evaluate the lift station flow.
WAMSTAR a volunteer equine search and rescue group requested
donations and/or funds to support their group.
Chairperson Heinz reported that a letter was sent to Grey Whitney
requesting to have a large tree removed from the channel first by the
residents on the channel and now by the town board.  The notice gives
Mr. Whitney until August 15th to complete the removal.
Motion made by Supervisor Schroeder to adjourn, seconded by
Supervisor Berns.  Carried.
These minutes are unapproved.  Any corrections made thereto will be
noted in the proceedings of the next meeting in which they are
approved.
