August 12, 2008
Meeting called to order by Chairperson Heinz. All members were
present except Supervisor Berns. Motion made by Supervisor Schroeder
to adopt the agenda, seconded by Chairperson Heinz. Carried. Motion
made by Supervisor Schroeder to approve the July monthly minutes,
seconded by Chairperson Heinz. Carried. Motion made by Supervisor
Schroeder to approve the Treasurer’s Report, seconded by Chairperson
Heinz. Carried. Motion made by Supervisor Schroeder to approve the
General Fund Vouching of $44,710.19, seconded by Chairperson Heinz.
Carried.
The police report was read by Chief Robert Delaney. Chairperson
Heinz reported that the Joint Rock Lake Committee continued discussion
about the proposed pier ordinance and listened to additional concerns
from land owners as well as planned to set a date to have a workshop
with the Plan Commission again in September to continue work on the
proposed pier ordinance.
Period of Public Comment: Bob Holzapfel requested to have
slow-no-wake on Rock Lake for all boats including PWC’s from 7pm to
11am like Lake Ripley. Chairperson Heinz reported that the town
recently had to revoke the town’s amendment to their original
ordinance regulating traffic on Rock Lake that was approved in 2003
which limited the hours of PWC’s. The DNR will not allow the town to
discriminate against any particular type of boat e.i. PWC’s so the
town reverted back to the 1993 approve ordinance which regulates the
hours for waterskiing but not PWC’s, of which the DNR does have on
file. He also explained that any future amendments and/or proposed
ordinances would need approval from the City as well as the Town, and
would need to be reviewed by the DNR at least 60 days prior to a
public hearing of such an ordinance. The state law regulates
slow-no-wake from sunset to sunrise. Mr. Holzapfel would need to
appear at the monthly meeting of the Joint Rock Lake Committee and
request such a proposal to them to start the process of amending the
Town’s current ordinance.
Mr. Holzapfel also requested that the town consider adding more boat
ramps and piers at the North End Boat Launch and suggested solutions
to the steepness of the current ramp.
Motion made by Supervisor Schroeder to approve the special event
permit for C.R.A.W, John Johnson, agent for an annual regatta on Rock
Lake on September 12,13, & 14th, seconded by Chairperson Heinz. Roll
Call Vote: Chairperson Heinz-aye, Supervisor Schroeder-aye,
Supervisor Berns-absent.
Motion made by Supervisor Schroeder to approve the special event
permit for Tyranena Brewery Bike Ride for Tomorrow’s Hope on October
4, 2008, seconded by Chairperson Heinz. Roll Call Vote: Chairperson
Heinz-aye, Supervisor Schroeder-aye, Supervisor Berns-absent.
Motion made by Supervisor Schroeder to approve the special event
permit for Tyranena Brewery or the Charity ˝ Marathon Run on November
8, 2008, seconded by Chairperson Heinz. Roll Call Vote: Chairperson
Heinz-aye, Supervisor Schroeder-aye, Supervisor Berns-absent.
Motion made by Supervisor Schroeder to approve the special event
permit for Jefferson County Literacy Council’s Ride the Rock Bike Race
on September 6, 2008, seconded by Chairperson Heinz. Roll Call Vote:
Chairperson Heinz-aye, Supervisor Schroeder-aye, Supervisor
Berns-absent.
Motion made by Supervisor Schroeder to approve the text amendment to
the Jefferson County Zoning Ordinance regarding Farm Consolidations,
seconded by Chairperson Heinz. Roll Call Vote: Chairperson Heinz-no,
Supervisor Schroeder-no, Supervisor Berns-absent. Motion fails.
Supervisor Berns had previously voted no to the text amendment at the
Plan Commission meeting prior to the Town Board meeting.
No action taken on the discussion of the boat trailer parking on
Lakeview Road during construction of the north end parking lot.
Several residents and landowners of Lakeview Road voiced concerns
about allowing boat trailer parking on the road starting mid September
through the end of the fishing/boating season. Some concerns were:
limited space for parking along the sides of the road, the need for
additional weed cutting, shoulder fixing, and clearing the circle at
the end of the road for traffic flow, vehicles may end up parking on
the residential yards, security at vacant/seasonal homes, may block
mailboxes and hinder garbage pickup, as well as potential issues if
there were an emergency at a residence and fire or ambulance service
vehicles need to use the road maybe blocked by the parked vehicles.
Residents also were concerned about once the construction is done if
people would continue to park on Lakeview Road because of limited
spaces at the completed parking lot. Chairperson Heinz suggested that
the town post the road for no parking after the project which would
apply not only to the residences but also the boat trailers. After
listening to the concerns several suggested solutions were presented:
Limiting the number of parking spots to only a few and mark them
clearly or limit parking to only one side of the road, pulling the
boat launch piers at the end of the permit season (Oct 1st) to limit
the number of boats being launched at that location, phasing the
project at the parking lot to allow parking there during the
construction, relocating the parking on other roads or in the County
Park, or Upper County Park instead of Lakeview Lane. Chairperson
Heinz will check on several of the possible solutions to see what can
be done and landowners of Lakeview Road will be notified via mail.
Motion made by Supervisor Schroeder to allow Supervisor Berns to
approve any costs associated with the cut outs along Shorewood Hills
Road and Chairperson Heinz will sign any necessary paperwork, seconded
by Chairperson Heinz. Carried. Additional discussion regarding storm
water issues on Shorewood Hills Road included Chairperson Heinz
reading letter to the Town Board from Mr. Sean McCoy and Mary Price.
Chairperson Heinz reported that the City and the Town are working on
an amendment to the City of Lake Mills Sanitary Sewer Ordinance with
would allow the City to do inspections of sump pumps to eliminate any
dumping of storm water in to the sewer system. Several Cutouts along
Shorewood Hills Road will be done to alleviate the amount of water
draining into the lowest area of Shorewood Hills Road. Chairperson
Heinz also offered ideas about raising the height of the road, or
creating overflow drains.
No action taken on the discussion of the Elm Street right of way.
Chairperson Heinz reported that a right of way known as Elm Street off
of Pine Street is somewhat landlocked and will be looking into options
the town has for the property. The City of Lake Mills may have
interest in it because it backs up by the commercial site of Movie
Magic and the other strip mall buildings. Chairperson Heinz will look
into the matter more.
Motion made by Chairperson Heinz to set the September monthly meeting
date for the Town Board to September 10, 2008, 8:00 pm due to the
Presidential Primary Election on Sept 9, 2008, seconded by Supervisor
Schroeder. Carried.
Motion made by Chairperson Heinz to indefinitely table the
discussion of the Computer Warranty Renewal, seconded by Supervisor
Schroeder. Carried
Motion made by Supervisor Schroeder to approve the bid from B.R.
Amon & Sons for the removal of trees, riprap, and flumes on Echo Bay
Road at the cost of $2,486.00, seconded by Chairperson Heinz. Roll
Call Vote: Chairperson Heinz-aye, Supervisor Schroeder-aye,
Supervisor Berns-absent.
The Town Board will need to set a workshop date for the review of the
annual snowplowing contract and tentatively set the date for either
August 27th or 28th. 7:00 pm at the town hall. Official notice will
be made once the date is selected.
Motion made by Supervisor Schroeder to adjourn, seconded by
Chairperson Heinz. Carried.
These minutes are unapproved. Any corrections made thereto will be
noted in the proceedings of the next meeting in which they are
approved.
