August 5, 2008 Joint Rock Lake Committee

Meeting Minutes, Tuesday August 5th, 2008, 6-7:45pm at Lake Mills City
Hall
Acting Chairperson Stan Smoniewski called the meeting to order at
6:05p.m.  Melissa Fehrman  (vicechair) arrived at 6:15 and presided
over the rest of the meeting.

Board Members Present: Melissa Fehrman, Tom Pezzi, Bob Wardall, and
Stan Smoniewski.
Others Present: 20 to 25 Township residents; Jim Heinz, Tom Berns,
and Eugene Hasel of the Lake Mills Town Board and Lake Mills Plan
Commission.

The agenda was accepted. Tom motioned and Bob seconded.  The minutes
for July were deferred until the next meeting. Notice of the meeting
was published in the Lake Mills Leader.


Town and City Report: none

Old Business:

A.    Discussion of proposed amendments to town ordinance 5-6
Regulations for the Placement of Piers, Wharves Swimming Rafts,
Inflatables, and Mooring Buoys in the Waters of Rock Lake:  Bob
mentioned that Rock Lake’s status as an Area of Special Natural
Resources Interest (ASNRI) may effect the rules governing loading
platforms. The Committee reviewed a new draft of the pier ordinance
developed after taking into account the new State law.   The draft
ordinance (after initial review) seems to have four main differences
from the new State law: a) swimming rafts and inflatables are
included, b) there is a 10 foot setback included, c) there is a
maximum number of four boats per riparian zone, regardless of the
amount of frontage, and d) there is a maximum number of 2 piers or one
wharf per riparian zone, regardless of the frontage.  There is a
question of whether lights on piers are covered in the State law.  One
of the comments from the public was a request to make comparisons
easier by highlighting differences in the Town drafts from the State
law.

B.     Long Range Plan for Rock Lake (LRP): Discussion deferred to a
later meeting.

C.    Setting of Date for Pontoon Ride to Review Buoy Placement on Rock
Lake: The Committee thought August 19th at 6:30p would work.  Stan
will check with Scott Erwin, our pontoon host. Stan would like the
Committee to also review the current algae conditions.


New Business: 

A.    Informational Discussion of Regulation of PWC hours of Operation: 
Stan reviewed the amendment to ordinance 5-2 that limited PWC
operation from 10a to 7p .  A member of the public, Bob Jeffers, feels
this targets a type of boat, not a boating activity, and thus not
allowed by state rules.



B.    North End Parking Lot Grant and Development:  Jim Heinz mentioned
that bids for the redevelopment of the parking lot are due in August,
construction should start in mid-September, and substantial completion
of the main project by mid November.  Final plantings will be done in
Spring 09.

Correspondence and Period of additional Public Comment: Melissa
questioned if anyone had more information about the closing of part of
Sandy Beaches due to high bacterial counts.  Melissa also asked if
anyone had current information regarding the seawall on the new
construction on Ferry Drive.
