September 10, 2008

The meeting was called to order by Chairperson Heinz.  All members
were present.  Motion made by Supervisor Berns to approve the agenda
as amended, seconded by Supervisor Schroeder.  Carried.  Motion made
by Supervisor Schroeder to approve the minutes of the August 12, 2008
monthly Town Board meeting, seconded by Supervisor Berns.  Carried. 
Motion made by Supervisor Berns to approve the Treasurer’s Report,
seconded by Supervisor Schroeder.  Carried.  Motion made by Supervisor
Schroeder to approve the General Fund Vouching of $109,270.35,
seconded by Supervisor Berns.  Carried.  
The monthly Police Report was read by Chief Robert Delaney. 
Chairperson Heinz reported that the Joint Rock Lake Committee
continued reviewing the proposed amendments to the Pier Ordinance and
scheduled a joint workshop with the Town’s Plan Commission for
September 17, 2008 at 7:00 pm at the Town Hall.  Supervisor Schroeder
reported that the Advisory Committee for the Fire Department met and
worked on setting the budget for 2009.  Supervisor Berns reported that
the Plan Commission also worked on the proposed amendments to the Pier
Ordinance and will attend the workshop on the 17th.  He also reported
that the Plan Commission unanimously approved to recommend the request
for rezone and parcel split for Charles Untz to the Town Board.
    Period of Public Comment:  Janet Jenrich reported that the residents
of the Channel have discovered a wall of sediment in the channel near
the culvert and that they are looking in to applying for a grant as
recommended by Dan Heim of the DNR to clean up the channel.  They are
also exploring additional ways to keep the sediment from ending up in
the channel.  There are also concerned about if the sediment is
contaminated with bacteria and about shoreline erosion control.
Motion made by Supervisor Berns to approve the request for rezone of 
3.7 acres from A-1 to A-3Natural Resources as requested by Charles and
Sonja Untz on Hwy 89, seconded by Supervisor Schroeder.  Roll Call
Vote:  Chairperson Heinz-aye, Supervisor Schroeder-aye, Supervisor
Berns-aye.  Carried.  Motion made by Supervisor Berns to approve the
homestead parcel split and rezone of 2.5 acres of the existing
residence from A-1 to A-3 for Charles and Sonja Untz on Hwy 89,
seconded by Supervisor Schroeder.  Roll Call Vote:  Chairperson
Heinz-aye, Supervisor Schroeder-aye, Supervisor Berns-aye.  Carried.
Motion made by Supervisor Schroeder to approve the increase the
sand/salt mixture from 8 parts sand: 1 part salt up to 6parts sand: 1
part salt for the 2008-2009 winter snowplowing season, seconded by
Supervisor Berns.  Carried.
Motion made by Supervisor Schroeder to approve the increase cost per
hour rate for snowplowing for Forest Landscaping, seconded by
Supervisor Berns.  Roll Call Vote:  Chairperson Heinz-aye, Supervisor
Schroeder-aye, Supervisor Berns-aye.  Carried.  Forest Landscaping has
purchased additional and larger equipment which is expected to get
more done per hour; off-setting the per hour rate increase by cutting
back on the amount of time it takes to get the job done. 
Motion made by Supervisor Berns to approve the sending of a letter to
residents of “Bade Lane” to notify them that the town will no longer
plow the private road and that they will need to seek a private
contractor to do the plowing, seconded by Supervisor Schroeder. 
Carried.  In the past the town plowed the road thinking it was an
official town road, then after doing some research into the history of
the road for another project approximately 2-3 years ago, the town
discovered that it is not a dedicated town road but decided to
continue plowing it due to safety concerns for the residents on the
road.
Motion made by Supervisor Schroeder to approve the sending of a
letter to Sue Darsch regarding future snowplowing of the small section
of Rock Lake Road up to her driveway only and not all the way up to
the County’s salt shed, seconded by Supervisor Berns.  Carried.  
Motion made by Supervisor Berns to set the date of a special meeting
of the town electors for October 14, 2008, at 7:45 pm to discuss
exceeding the 2008 Highway Budget, seconded by Supervisor Schroeder. 
Carried.  If approved the town will use money out a segregated account
towards the Highway Budget for 2008 and then return the funds back to
the segregated account January 1, 2009 when the new budget begins.  If
the electors deny the request to exceed the 2008 Highway Budget the
town board will have to seek a loan to cover the overage and pay the
loan back with interest applied.
No action taken on the discussion of the construction of the parking
lot located at the north end of the lake.  Chairperson Heinz reported
that the County sought bids for the project which ended up being
almost $100,000.00 over what the budget is for the project.  So the
County went back over the plans and cut back on parts of the project
such as plantings, rain gardens, pathways to the upper portion of the
park etc in hopes to re bid the project and stay within the budget. 
If the construction can be completed by June of 2009 the County will
be able to use the $80,000.00 of grant money the County received from
the State for this project.  If not then that money is lost.  Once the
parking lot is complete there will be 30 parking stalls for vehicles
with boat trailers and 50 parking spaces for just vehicle parking to
be used for patrons of the park and shelter at the County Park.  The
portions of the project that were taken out due to budget restraints
will be completed as additional money becomes available.  The money
that the town is contributing to the project is money received from
the boat launch fees collected over years.  
Chairperson Heinz motioned to table the discussion of circuit court
cost comparisons, seconded by Supervisor Schroeder.  Carried.
Motion made by Supervisor Schroeder to approve the operator Licenses
for Aimee Anderson of the Kroghville Oasis and  Jackie Kurkowski of
the London Depot, seconded by Supervisor Berns. Roll Call Vote: 
Chairperson Heinz-aye, Supervisor Schroeder-aye, Supervisor Berns-aye.
 Carried.
Motion made by Supervisor Berns to approve setting the date for the
Town’s Budget workshop on October 21, 2008 at 7:00 pm at the town
hall, seconded by Supervisor Schroeder.  Carried.
Correspondence:  Enbridge Pipeline sent notice of the repair of roads
after the pipeline is complete.  Supervisor Schroeder will be in
contact with Enbridge regarding the road repair.  Supervisor Berns
received a phone call from B.R. Amon & Sons regarding the completion
of the milling work/cut outs on Shorewood Hills Road for water
drainage control.
Motion made by Supervisor Schroeder to adjourn the meeting, seconded
by Supervisor Berns.  Carried.
These minutes are unapproved.  Any corrections made thereto will be
noted in the proceedings of the next meeting in which they are
approved.
