July 16, 2008 Workshop-Joint Rock Lake and Plan Commission

Joint Rock Lake Committee and Plan Commission Work shop
July 16, 2008

Workshop was called to order by both Plan Chairperson Eugene Hasel
and Joint Rock Lake Committee Chairperson Glenn Zastrow.  Roll Call:
Tom Berns, Eugene Hasel, Hope Oostdik, present, James Battist-absent.,
Melissa Fehrman, Tom Pezzi, Bob Wardall, Glenn Zastrow and Stan
Smoniewski
Motions were made to appoint a chairperson and secretary for the
workshop.
Town Board Chairperson Heinz opened the floor for nominations; Tom
Berns nominated Bob Wardall to serve as Chairperson, seconded by Tom
Pezzi.  Steve Nass motioned to cast a unanimous ballot to elect Bob
Wardall as Chairperson of the Workshop.  Unanimous vote cast for Bob
Wardall.  Carried.
Both Committees agreed to have the secretaries of each group Stan
Smoniewski and Hope Oostdik to take minutes for the record.
Motion made by Steve Nass to adopt the agenda, seconded by Tom Berns.
 Carried.
Introduction of Wisconsin Department of Natural Resources guests, Al
Buehlow< Lake Mgf specialist, Marty Griffin, Statewide policy
coordinator and Aquatic Plant Specialist.  Chairperson Wardall thanked
them for their participation.
A period of questions were asked of the State DNR staff by the Plan
Commission and Joint Rock Lake Committee members.
A period of discussion was allowed for the public in attendance to
ask questions of the DNR staff.
-    100 feet of frontage
-    We must be consistent with state law, but we can be more
restrictive
-    We should consider caps on slips(berths)
-    We should/could include rafts and trampolines
-    Make the grandfather clause the same(accept state guidelines)
-    What happens to the current permits granted by the Town in the
years past?
-    A loop hole that may exist: the size of the loading platform for
new piers is not regulated but he size for existing piers is. 
At the end of the discussion each committee agreed to continue work
on the draft of the proposed Town ordinance during their regularly
scheduled meetings.
Hope Oostdik motioned to set a date for another workshop on Sept
17th, 2008, 7:00 pm at the town hall, seconded by Steve Nass. 
Carried.
Motion made by Tom Berns to adjourn, seconded by Tom Pezzi. 
Carried.
These minutes are unapproved.  Any corrections made thereto will be
noted in the proceedings of the next meeting in which they are
approved.
