Town of Lake Mills
February 13, 2007

Meeting was called to order by Chairperson Heinz.  All members were
present.  Motion made by Supervisor Schroeder to approve the agenda,
seconded by Supervisor Wilke.  Carried.  Motion made by Supervisor
Wilke to approve the minutes of the January monthly meeting, seconded
by Supervisor Schroeder. Carried. Motion made by Supervisor Schroeder
to approve the Treasurer’s report, seconded by Supervisor Wilke.
Carried. Motion made by Supervisor Wilke to approve the General Fund
Vouching of $35,557.05, seconded by Supervisor Schroeder.  Carried. 
    The Police report was read by Chief Delaney.  Treasurer, Sharon
Guenterberg read a note from an anonymous resident thanking the Town
Police Department for the work that they do, the note also included a
donation of $150.00 to put towards the Police Department budget. 
Patricia Cicero reported that the Joint Rock Lake Committee has
completed the Rock Lake Management Plan and now water testing at the
Channel and at Hwy A will be done using money left over from the grant
that was used to complete the management plan.  She also reported that
the Joint Rock Committee made the recommendation to the town board to
enforce the current ordinance regarding vehicles on the ice of Rock
Lake which restricts vehicles on the lake from 9Pm to 6am.
    Period of Public Comment:  Resident, Joe Manata requested
clarification regarding an ongoing issue of the cost of driveway
installment for Maple Court residents after the road was redone.  Two
of the residents have paid their portion of the costs billed to them
from the town.  Mr. Manata and one other resident have not paid due to
questions as to measurements taken regarding the square footage of
material used to blacktop their driveways.  Chairperson Heinz
explained that the residents are responsible for all materials use
from the residence to the pavement of the road even if a portion of it
is in the Town’s road right-of-way.  Mr. Manata had no other
questions.  The cost of the driveways if left unpaid will begin to
accumulate interest and may be placed on the 2007 Tax bill for those
left to pay.
    Motion made by Supervisor Wilke to send a letter of support for
Patricia Cicero regarding testing of Mud Lake and Hope Lake to the
Department of Natural Resources as well as approving the use of a
trolling motor on the lakes to complete the testing by permit,
seconded by Supervisor Schroeder.  Roll Call Vote: Chairperson Heinz-
aye, Supervisor Schroeder – aye, Supervisor Wilke- aye.  Carried.  The
testing will include samples of fish, plants and water chemistry from
the lakes which need to be taken from the deepest part of the lakes. 
Testing will take place throughout the summer and possibly once during
the winter to test oxygen levels in the water. 
    Motion made by Supervisor Schroeder to approve the Special Events
Permit for Musky Mike’s for a fishery on Rock Lake to be held February
17, 2007, seconded by Supervisor Wilke.  Carried.
    Motion made by Supervisor Schroeder to approve the request for
accessory land division of 2.5 acres made by Carroll Haerterich of an
existing residence and outbuildings at W8406 Hwy B, seconded by
Supervisor Wilke.  Roll Call Vote: Chairperson Heinz-aye, Supervisor
Schroeder- aye, Supervisor Wilke- aye.  Carried.  
    Motion made by Supervisor Wilke to approve the parcel split of two
buildable lots on Woodfield Lane for Dr. James Wishau/Kinderman’s,
seconded by Supervisor Schroeder.  Roll Call Vote:  Chairperson
Heinz-aye, Supervisor Schroeder- aye, Supervisor Wilke-aye.  Carried. 
The parcels are zoned R-1 so no rezoning was needed and there are
sewer laterals available for these lots.  Jefferson County only
required that these lots be applied for using a CSM not a subdivision
lot because the lots are adjacent not contiguous with lots previously
parceled off across the road.    Dr. Wishau felt that Lot #3 and Lot
165 were not buildable because they are wetland according to the DNR,
he does not intend to develop these lots.
    No action taken for agenda items for Josh Schultz and Carol
Schneider because they were tabled at the Plan Commission meeting for
revision.
    Motion made by Supervisor Schroeder to approve the amendment
(2007-01) to Town Ordinance 5-13 Regulation of Launch Fees at Certain
Launch Ramps on Rock Lake, seconded by Supervisor Wilke.  Carried. 
This amendment changes the annual fee from $20.00 to $30.00.  They
will still be available at Kwik Trip for purchase.
    No action taken on the agenda item regarding the snowplowing budget,
since all funds in the budget will most likely be used for
snowplowing.  
    No action taken on the discussion of a yard waste site.  A workshop
will be set for the town board to discuss the issue with Jason Forest
a landowner on Finch Brothers Road off of Hwy S to possibly work out
an arrangement with him for a site.  
    A date was set for the Lake Mills Comprehensive Land Use Plan
Ordinance public hearing on April 10, 2007 at 6:30 pm at the town hall
preceding the annual town meeting and the monthly town board meeting. 
The Ordinance will be published March 8th, in the Lake Mills Leader
prior to the meeting.
    Chairperson Heinz read and motioned to approve the Resolution and
Public Notice of Public Hearing on the proposed Town of Lake Mills
Comprehensive Land Use Plan (resolution #2007-03), seconded by
Supervisor Wilke.  Carried.
    Supervisor Schroeder motioned to approve the land easement with
Charles and Sonja Untz for the Entrance Sign location south on Hwy 89,
seconded by Supervisor Wilke.  Roll Call Vote:  Chairperson Heinz-aye,
Supervisor Schroeder-aye, Supervisor Wilke-aye.  Carried.  Because the
State of Wisconsin requires that an entrance/welcome sign be owned by
the municipality that it is located the town has to make the easement
agreement with the land owner where the sign is located if the town
does not own the land.  The Town has an agreement with the local
Rotary for maintenance and costs regarding the sign.
    Chairperson Heinz motioned to table the discussion of Fireworks
until the April monthly meeting, seconded by Supervisor Wilke. 
Carried.
    Motion made by Supervisor Wilke to approve the resolutions with
Enbridge Pipe line for utility work to be done in the town, seconded
by Supervisor Schroeder.  Roll Call vote:  Chairperson Heinz-aye,
Supervisor Schroeder –aye, Supervisor Wilke – aye.  Carried.
    Motion made by Supervisor Schroeder to adjourn, seconded by
Supervisor Wilke.  Carried.
    These minutes are unapproved.  Any corrections made thereto will be
noted in the proceedings of the next meeting in which they are
approved.
