Town of Lake Mills
April 10, 2007


Meeting was called to order by Chairperson Heinz. All members were
present.  New and returning board members were sworn in by the town
clerk and the town chairperson. Motion made by Supervisor Schroeder to
adopt the agenda, seconded by Supervisor Berns.  Carried. Motion made
by Supervisor Schroeder to approve the minutes of the March monthly
meeting, seconded by Chairperson Heinz.  Carried.
    Motion made by Supervisor Berns to approve the treasurer’s report,
seconded by Supervisor Schroeder.  Carried.  Motion made by Supervisor
Schroeder to approve the General Fund Vouching of $140,170.71,
seconded by Supervisor Berns.  Carried.
    The police report was read by Chief Robert Delaney.  Chairperson
Heinz reported that the Joint Rock Lake Committee will be creating an
informational brochure for the town officers to hand out when
patrolling Rock Lake.  
    Motion made by Supervisor Schroeder to approve the request for
variance made by Wesley and Barbara Dawson at W8394 Cedar Lane for a
set back from the road right of way of 7.1 feet for the replacement of
their existing residence, seconded by Supervisor Berns.  Roll call
vote:  Chairperson Heinz-aye, Supervisor Schroeder – aye, Supervisor
Berns-aye.  Carried.
    Motion made by Supervisor Berns to adopt the proposed Town Ordinance
3-6 adopting the City of Lake Mills Sewer Ordinance, seconded by
Supervisor Schroeder. Roll call vote:  Chairperson Heinz-aye,
Supervisor Schroeder –aye, Supervisor Berns –aye.  Carried.
    Motion made by Chairperson Heinz to approve the purchase of new
radios for the Police Department, seconded by Supervisor Schroeder. 
Carried.
    Motion made by Supervisor Schroeder to approve the letting of bids
for road work, seconded by Supervisor Berns.  Carried.  Motion made by
Supervisor Schroeder to approve the petition to Jefferson County for
Highway Aid for $3, 818.00, seconded by Supervisor Berns. 
Carried.
    Motion made by Supervisor Schroeder to approve the bid for sweeping
of town roads by Fahrner Asphalt for $1,785.00, seconded by Supervisor
Berns.  Carried.
    Motion made by Supervisor Schroeder to adopt Resolution 2007-03
Comprehensive Land Use Plan, seconded by Chairperson Heinz.  Carried.
        Motion made by Chairperson Heinz to approve the town
ordinance of the 2025 Comprehensive Land Use Plan, seconded by
Supervisor Schroeder. 
Carried. 
    Motion made by Supervisor Berns to approve the disbursing of $405.00
for a retainer to Dustin Overbeck who is designing the town’s website,
seconded by Supervisor Schroeder.  Carried.
    Motion made by Supervisor Schroeder to approve the tree removal of
two trees of $350.00 each by Nelson Enterprises, seconded by
Supervisor Berns.  Carried.
    Motion made by Chairperson Heinz to table the discussion of the
proposed Fireworks ordinance for revision, seconded by Supervisor
Schroeder.  Carried.  
    Motion made by Supervisor Schroeder to approve the permit for
fireworks to the Shorewood Meadows Homeowners Association, with the
condition that the request be approved by the Lake Mills Fire
Department, seconded by Supervisor Berns.  Roll call vote: Chairperson
Heinz-aye, Supervisor Schroeder-aye, Supervisor Berns-aye.  Carried. 
The company putting on the fireworks display is bonded and insured.
    Motion made by Chairperson Heinz to approve May 22, 2007 from 4:00pm
to 6:00pm for Open Book, seconded by Supervisor Berns.  Carried. 
Motion made by Chairperson Heinz to approve June 8th, 2007, 9am to
11am for Board of Review, seconded by Supervisor Schroeder.  Carried.

    Motion made by Supervisor Schroeder to table the discussion of
unpaid personal property taxes, seconded by Supervisor Berns.
Carried.
    Motion made by Supervisor Schroeder to table the discussion of
placing liens of properties in the town who owe money to the town,
seconded by Supervisor Berns.  Carried.
    Motion made by Chairperson Heinz to appoint Steve Nass and Hope
Oostdik to two year terms on the town plan commission, seconded by
Supervisor Schroeder.   Carried.
    Motion made by Chairperson Heinz to appoint Tom Berns to a one year
term on the town plan commission, seconded by Supervisor Schroeder.
Carried.
    Motion made by Chairperson Heinz to appoint Stanley Smoniewski to a
two year term on the Joint Rock Lake Committee, seconded by Supervisor
Schroeder.  Carrried.
    Motion made by Chairperson Heinz to appoint Ronald Niedfeldt to a
three year term on the Public Works Board, seconded by Supervisor
Schroeder.  Carried. 
    Motion made by Chairperson Heinz to appoint Dave  Schroeder to a one
year term to the Lake Mills Fire Department Advisory Board, seconded
by Supervisor Berns.  Carried.
    Motion made by Supervisor Schroeder to approve the request from town
attorney Lee Leverton to place the cost of his attendance to the WTA
Attorney’s Conference on his monthly bill to the town for $150.00,
seconded by Supervisor Berns.  Carried.
    Motion made by Supervisor Schroeder to adjourn, seconded by
Supervisor Berns.  Carried.
    These minutes are unapproved.  Any corrections made thereto will be
noted in the proceedings of the next meeting in which they are
approved.
