March 13, 2007 Town Board Minutes

Town of Lake Mills
March 13, 2007

Meeting was called to order by Chairperson Heinz.  All members were
present.  Motion made by Supervisor Schroeder to adopt the agenda,
seconded by Supervisor Wilke.  Carried.  Motion made by Supervisor
Wilke to approve minutes of the February monthly meeting, seconded by
Supervisor Schroeder.  Carried.  Motion made by Supervisor Schroeder
to approve the Treasurer’s Report, seconded by Supervisor Wilke. 
Carried.  Motion made by Supervisor Wilke to approve the General Fund
Vouching of $1,465,391.03, seconded by Supervisor Schroeder.  Carried.
 
    The Police report was read by Chief Robert Delaney.  Chairperson
Heinz reported that the Joint Rock Lake Committee is putting together
an informational brochure which will list the 7 most common violations
on Rock Lake which can be handed out to violators and others. 
Chairperson Heinz also reported that the Jefferson County Parks
Committee motioned to move forward with the parking lot design on the
North End of Rock Lake’s County Park and solicit bids and write a
grant which will help cover the costs up to 60%.   Supervisor
Schroeder reported that the Cambridge Fire Commission completed their
budget and the town’s share will be $6,918.88.  The Town Treasurer,
Sharon Guenterberg reminded residents that dog licenses are due by
March 31st and reported that there are two parties that still have not
paid their personal property tax, if left unpaid; the town will
proceed to civil court.  
    Motion made by Supervisor Schroeder to approve the special event
permit for Jenny Rilling of the Wisconsin Triathlon Series for their
annual triathlon on June 2nd and 3rd , seconded by Supervisor Wilke. 
Carried.  
    Motion made by Supervisor Schroeder to approve the request for a 3
acre accessory parcel split of Lot #2 with mobile home trailer for
Robert Turtenwald on  CTH O, seconded by Supervisor Wilke.  Roll Call
Vote:  Chairperson Heinz- aye, Supervisor Schroeder – aye, Supervisor
Wilke- aye.  Carried.  Motion made by Supervisor Schroeder to approve
the 2-acre parcel split with existing residence on Lot #1 for Robert
Turtenwald on CTH O, seconded by Supervisor Wilke.  Carried.  Roll
Call Vote:  Chairperson Heinz- aye, Supervisor Schroeder- aye,
Supervisor Wilke –aye.  Carried.  Motion made by Supervisor Schroeder
to approve the parcel split of a 2-acre parcel split of Lot #3 with an
attached Out lot of 2.23 acres, zoned Natural Resources for Robert
Turtenwald on CTH O, seconded by Supervisor Wilke.  Roll Call Vote: 
Chairperson Heinz-aye, Supervisor Schroeder-aye, Supervisor Wilke-aye.
 Carried. 
    Chairperson Heinz motioned to approve the preliminary plat map for
Josh Schultz of DRMR Development, for the Lake Park West –
Condominiums, seconded by Supervisor Schroeder.  Roll Call vote:
Chairperson Heinz- no, Supervisor Schroeder-no, Supervisor Wilke-no. 
Motion denied.  Reasons for denial:  1) the property is in the
Jefferson County Environmental Corridor and according to their Land
Use Plan it limits the number of residential units in an Environmental
Corridor. 2)   There are slopes greater than 20% on the property which
building upon is not allowed.
    Motion made by Supervisor Schroeder to set a work session date of
March 20, 2007, 7:00 pm at the town hall for a discussion of land
purchase for town use, snowplowing and a yard waste site, seconded by
Supervisor Wilke.  Carried.  This work session is open to the public.
    Motion made by Supervisor Wilke to approve the proposed Town
Ordinance 3-6 “Adoption of City Sewer Ordinances”, seconded by
Supervisor Schroeder.  Roll Call Vote:  Chairperson Heinz-aye,
Supervisor Schroeder-aye, Supervisor Wilke- aye.  Carried.  Ordinance
3-6 will be published and then adopted at the April monthly meeting.
    Motion made by Supervisor Wilke to approve the resolution
authorizing the town clerk to be the designated official of the
responsible unit to act on the town’s behalf to submit an application
to the Department of Natural Resources for financial assistance, sign
necessary documents and submit a final report, seconded by Supervisor
Schroeder.  Roll Call Vote:  Chairperson Heinz-aye, Supervisor
Schroeder-aye, Supervisor Wilke-aye.  Carried.
    Motion made by Supervisor Wilke to approve the bid of $810.00 for
the initial cost  made by Dustin Overbeck to create and host the
town’s website, seconded by Supervisor Schroeder.  Carried.
    Motion made by Supervisor Schroeder to set the annual road tour date
for March 31, 2007 starting at 8:00am at the town hall with the
alternate date of April 7, 2007, seconded by Supervisor Wilke. 
Carried.
    Motion made by Supervisor Schroeder to approve the operator license
for Ashton Mergen of the London Depot, seconded by Supervisor Wilke. 
Carried.  Motion made by Supervisor Wilke to approve the Class B Combo
Liquor and Malt License and non-intoxicating license for Amrit Singh
of the America’s Best Value Inn (previously the Rodeway Inn), seconded
by Supervisor Schroeder.  Carried.
    Motion made by Supervisor Wilke to adjourn, seconded by Supervisor
Schroeder.  Carried.
These minutes are unapproved.  Any corrections made thereto will be
noted in the proceedings of the next meeting in which they are
approved.
