January 9, 2007 Town Board Minutes

Town of Lake Mills
January 9, 2007 

Meeting was called to order by Chairperson Heinz.  All members were
present.  Motion made by Supervisor Wilke to adopt the agenda with the
amendment, seconded by Supervisor Schroeder.  Carried.  Motion made by
Supervisor Schroeder to approve the minutes of the December monthly
meeting, seconded by Supervisor Wilke.  Carried.  Motion made by
Supervisor Schroeder to approve the January Treasurer’s Report,
seconded by Supervisor Wilke.  Carried.  Motion made by Supervisor
Wilke to approve the General Fund Vouching of $1,008,912.10 and
holding the check for David Geise of $100.00, seconded by Supervisor
Schroeder.  Carried.  
    The Police Report was read by Chief Robert Delaney.  No meeting was
held by the Joint Rock Lake Committee in January.  
    Motion made by Supervisor Schroeder to approve the variance request
for Robert and Laurie White on Elm Point Road for the construction of
a porch with an overhang with a set back from the road less than what
is required, seconded by Supervisor Wilke.  Roll Call Vote: 
Chairperson Heinz-aye, Supervisor Schroeder-aye, Supervisor Wilke-aye.
 Carried.  The residence is on a substandard lot and the addition will
not exceed the current entrance steps of 8 feet.
    Motion made by Chairperson Heinz to resolve ( Resolution #2007-01)
to vacate a portion of Sandy Beach Road, seconded by Supervisor Wilke.
 Roll Call Vote:  Chairperson Heinz-aye, Supervisor Schroeder-aye,
Supervisor Wilke-aye.  Carried.    
    Motion made by  Supervisor Schroeder to approve the amendment to
town ordinance 5-13 Regulation of Launch Fees, increasing the cost of
an annual boat launch permit from $20.00 to $30.00, seconded by
Supervisor Wilke.  Roll Call Vote:  Chairperson Heinz-aye, Supervisor
Schroeder-aye, Supervisor Wilke-aye.  Carried.
    Motion made by Supervisor Wilke to resolve ( resolution #2007-02)to
use the procedures for conducting the Public Hearing for the Town of
Lake Mills Comprehensive Land Use Plan, seconded by Supervisor
Schroeder.  Roll Call Vote:  Chairperson Heinz-aye, Supervisor
Schroeder-aye, Supervisor Wilke-aye.  Carried.
    Motion made by Supervisor Schroeder to resolve to amend the 2006
Town Budget as follows:
    BUDGET RESOLUTION NO.01-2006
    That the Sum of $383.45 is hereby transferred from the Reserve for
Voting Machine account to the Elections FICA & MED account.
BUDGET RESOLUTION NO.02-2006
    That the Sum of $ 2,408.94 is hereby transferred from the Reserve
for Voting Machine account to the Law Enforcement/Lake Patrol/Drug
Task Force FICA & MED. Account.
BUDGET RESOLUTION NO.03-2006
    That the Sum of $5.61 is hereby transferred from the Reserve for
Voting Machine account to the Street Lights account.
BUDGET RESOLUTION NO.04-2006
    That the Sum of $1,010.95 is hereby transferred from the Reserve for
Voting Machine account to the Animal Control account.
BUDGET RESOLUTION NO.05-2006
    That the Sum of $ 18,516.07is hereby transferred from the Reserve
for Snow removal account to the Highway Maintenance account.
BUDGET RESOLUTION NO.06-2006
    That the Sum of $ 9,090.99 is hereby transferred from the Reserve
for Highway Construction account to the Highway Maintenance account.
BUDGET RESOLUTION NO.07-2006
    That the Sum of $688.23 is hereby transferred from the Reserve for
Voting Machine account to the Engineering Costs account.
BUDGET RESOLUTION NO.08-2006
    That the Sum of $ 385.00 is hereby transferred from the Reserve for
Voting Machine account to the Parks account.
BUDGET RESOLUTION NO.09-2006
    That the Sum of $ 712.04 is hereby transferred from the Reserve for
Voting Machine account to the Rock Lake account.

Seconded by Supervisor Wilke.  Roll Call Vote:  Chairperson
Heinz-aye, Supervisor Schroeder-aye, Supervisor Wilke-aye.  Carried.
    Motion made by Supervisor Schroeder to table the discussion of the
request for special event permit for Brian Hoffman of UW Whitewater
for an ice fishing tournament due to weather conditions, seconded by
Supervisor Wilke.  Carried.
    Motion made by Supervisor Schroeder to adjourn, seconded by
Chairperson Heinz.  Carried.
    These minutes are unapproved.  Any corrections made thereto will be
noted in the proceedings of the next meeting in which they are
approved.
