Town of Lake Mills
June 12, 2007

Meeting was called to order by Chairperson Heinz. All members were
present. Motion made by Supervisor Schroeder to adopt the agenda,
seconded by Supervisor Berns.  Carried. Motion made by Supervisor
Berns to approve the minutes for the May monthly meeting, seconded by
Supervisor Schroeder. Carried. Motion made by Supervisor Schroeder to
approve the Treasurer’s Report, seconded by Supervisor Berns. Carried.
Motion made by Supervisor Berns to approve the General Fund Vouching
of $55,835.48, seconded by Supervisor Schroeder. Carried. 
    The Police report was read by Chief Robert Delaney. Chief Delaney
requested a “No Parking” sign on the south side of Ferry Park.
    Period of Public Comment:  Supervisor Berns reported that he
received three calls about the condition of Shorewood Hills Road and
request that it be on the next months agenda. Chairperson Heinz
thanked Jessie Heinz for repainting the signs at the boat launches,
and Supervisor Berns and Supervisor Schroeder and several members of
his family for taking care of fallen trees in the last month.
    Motion made by Chairperson Heinz to remove the discussion of Michael
and Cynthia Chmell’s Conditional Use and Variance off of the table,
seconded by Supervisor Schroeder. Carried. Motion made by Supervisor
Schroeder to approve the request for Conditional use for extensive
on-site storage of a structure approximately 19.5 feet in height in an
R-1 zone, located at W8114 Elm Point Road for Michael and Cynthia
Chmell, seconded by Supervisor Berns. Roll Call Vote: Chairperson
Heinz-aye, Supervisor Schroeder-aye, Supervisor Berns-aye. Carried.
Motion made by Supervisor Berns to approve the request for Variance
for an addition of 4 feet to a detached garage made by Michael and
Cynthia Chmell at W8114 Elm Point Road, seconded by Supervisor
Schroeder. Carried.
    No action taken by the town board in the discussion for Wayne
Hensler’s land use on Hwy A.  The Attorney General has taken action in
this matter.
    Motion made by Supervisor Schroeder to seek bids for brushing of
Stoney Creek Road, seconded by Supervisor Berns. Carried.
    No action taken on the discussion for snowplowing contract. 
Chairperson Heinz will continue discussions with Forest Landscaping to
finalize the contract to present to the board.
    Chairperson Heinz read Resolution #2007-05 requesting legislative
delegation to sponsor new state law, which would prohibit the sale or
application of lawn fertilizers containing unnecessary phosphorus
components, or, in the alternative, to sponsor legislation authorizing
Jefferson County to adopt a county-wide ordinance prohibiting the sale
or use of lawn fertilizers containing phosphorus (subject to limited
exceptions) which statutory authorization would make such a county
ordinance applicable to the cities, towns and villages in Jefferson
County.  Motion made by Supervisor Schroeder to approve the
resolution, seconded by Supervisor Berns. Roll Call Vote: Chairperson
Heinz-aye, Supervisor Schroeder-aye, Supervisor Berns-aye. Carried.
    No action taken on the discussion of the Emergency Government Plan.
Chairperson Heinz requested that the members of the board work on
gather the required information to complete the Plan and have the plan
completed by September.
    Motion made by Tom Berns to approve the proposed Fireworks Ordinance
(3-13) for publication, seconded by Supervisor Schroeder.  Roll Call
Vote: Chairperson Heinz-aye, Supervisor Schroeder-aye, Supervisor
Berns-aye. Carried.
    Motion made by Supervisor Berns to approve the wage increase for the
Ditchmower from $10.00 to $12.00 with a $1.00 increase in 2008 and
2009 and then in 2010 increase the wage according to the Cost of
Living ratio, seconded by Supervisor Schroeder. Roll Call Vote:
Chairperson Heinz-aye, Supervisor Schroeder-aye, Supervisor Berns-aye.
Carried.
    Motion made by Supervisor Schroeder to approve the Combo Class “A”
Liquor and Malt Licenses for Robert W. Hubacher-Lake Mills Locker,
Liquor & Catering at N6775 County Highway A, Lake Mills and Yashpal
Singh- Pyramid Liquor at W7659 County Highway V, Lake Mills, seconded
by Supervisor Berns. Carried.
    Motion made by Supervisor Schroeder to approve the Combo Class “B”
Liquor and Malt Licenses for Armpit Singh, America’s Best Value Inn
atW7614 Oasis Lane, Lake Mills, Larry Haumschild- Moe’s Place at N6810
Country Highway B, Lake Mills, Debra Reddy, T& D Reddy Incorporated-
London Depot at W9696 East Main Street, (London) Cambridge, and Nicole
D. Lenox, Kroghville Oasis at N5942 CTH O, Waterloo, seconded by
Supervisor Berns. Carried.
Motion made by Supervisor Schroeder to approve the Class “A” Malt
License for Jitin Agarwal, GHL Corporation-Lake Oasis Truck Plaza,
N6947 Hwy 89, Lake Mills, seconded by Supervisor Berns. Carried.
    Motion made by Supervisor Schroeder to approve the Non-Intoxicating
Beverage Licenses for Lake Mills Locker, Liquor and Catering, Pyramid
Liquor, Kroghville Oasis, America’s Best Value Inn, Moe’s Place,
London Depot and Lake Oasis Truck Plaza, seconded by Supervisor Berns.
 Carried.
    Motion made by Supervisor Schroeder to approve the Cigarette and
Tobacco Licenses for Lake Mills Locker, Liquor and Catering, Pyramid
Liquor, Kroghville Oasis, Moe’s Place, London Depot and Lake Oasis
Truck Plaza, seconded by Supervisor Berns.  Carried.
Motion made by Supervisor Schroeder to approve the Operator’s
Licenses for Heidi Kabat, Darla Behling, Gurinder Kaur, Jean Zehren,
Michael WIllkomm, Heather Newhouse, Renee Wilkes, Evelyn Bakken, Kari
Reddy, Ashton Mergen, Ann Morrison, Kaylee Narlock, Marelaine Lenox,
Jean Harbort, Aaron Lenox, Rebecca Knutson, Elizabeth Londerville,
Connie Lenox, Josh Richter, Sheffia Lenox, Paula Dulin, Wayne
Frutiger, Jatinder Singh and Trilok Singh, seconded by Supervisor
Berns. Carried. 
Motion made by Supervisor Schroeder to approve the Manager’s License
for Kerry Arnold, seconded by Supervisor Berns. Carried.
    Motion made by Supervisor Schroeder to adjourn, seconded by
Supervisor Berns. Carried.
These minutes are unapproved.  Any corrections made thereto will be
noted in the proceedings of the next meeting in which they are
approved.
