Meeting Minutes, Tuesday February 6th, 2007, 6-7:30 p.m. at Lake Mills
City Hall
Chairperson Glenn Zastrow called the meeting to order at 6:00p.m.
Present: Mike Orcutt, Glenn Zastrow, and Stan Smoniewski, plus Jim
Heinz of the Lake Mills Town Board, Ed Grunden of the City Council for
the first hour, and Patricia L. Cicero, Jefferson County Land and
Water Resource Conservationist.
The agenda was accepted.  Mike motioned and Stan seconded.  The
minutes for December were approved, Glenn motioned and Mike seconded.
Notice of the meeting was published in the Lake Mills Leader.

Town and City Report: Ed reported that the City Council discussed,
within the context of the Cityнs Long Range Plan, that the dam would
be an issue in the future.  Jim deferred to Patricia, who had the
latest information on the N. End Parking re-design. Patricia
overviewed the current plan with several large drawings that detailed
the Parking re-design.

Old Business:

A)    Long Range Plan for Rock Lake: Patricia distributed the Management
Plan to those in attendance.  Stan will post it on the RLIA website. 
Patricia again summarized the sampling options as developed by her
with input from the DNR.  Stan spoke about the choice that RLIA
supported, and that they would cover the costs beyond the remaining
grant monies.  Stan motioned to support this same option, which
samples the Channel with 3 storms, and Highway A monthly.  Mike
seconded, passed unanimously.

B)    Boat Launch Ordinance and Beach Improvements: Discussion deferred
until Melissa present. 

C)    Educational Brochure: Patricia brought several maps to share. 
These would become the backside of the brochure.  We chose one of the
three, and made minor recommendations.

D)    Joint Rock Lake Meeting Format: Action deferred until the next
meeting.

E)    Vehicle Usage on Ice of Rock Lake:  Stan motioned to recommend
that the Town Board enforce the existing ordinance for next winter. 
This ordinance states that no motorized vehicles be on Rock Lake
between 9p and 6a.  Mike seconded.  Discussion centered on safety
concerns.  Passed unanimously.

New Business:  Input on City's Draft Ordinance on Preservation of
Shore Cover and Vision Access Corridor: Patricia gave an overview of
the City draft ordinance and its development.  There was discussion,
requests for clarification, and recommendations that she will take
back to the City group working on the ordinance.

Adjournment: Mike moved to adjourn, 2nd by Glenn.
