Meeting Minutes, Tuesday May1st, 2007, 6 - 8p.m. at Lake Mills City
Hall
Chairperson Glenn Zastrow called the meeting to order at 6:05p.m.
Board Members Present:  Betsey Delorey, Glenn Zastrow, and Stan
Smoniewski.
Others Present:  Jim Heinz of the Lake Mills Town Board, Wayne
Magnusson of the City Council, and Patricia L. Cicero, Water Resources
Management Specialist for Jefferson County.
The agenda was accepted.  Betsey motioned and Stan seconded.  The
minutes for April were tabled until the next meeting. Notice of the
meeting was published in the Lake Mills Leader.

Town and City Report: Jim reported that there was a water skiing
request for a person with disabilities.  Jim replied that the request
would need to conform to all current laws.  Wayne reported that the
City is watching the Dam and the lake level closely.  The committee
agreed that the lake level seemed well under control.  Jim reported
that the slow-no-wake buoys are in.

Old Business:

A)    Long Range Plan for Rock Lake: Patricia displayed several
informative posters about the methodology, data, and results of the
LRP.  They were created for the Environmental Day at the Lake Mills
Middle School.  These posters can also be used at other community
events.

B)    Boat Launch Ordinance and Beach Improvements: Wayne suggested that
any correspondence from the committee to the city first go to the City
Parks Committee.

C)    Educational Brochure: The group discussed and finalized changes. 
Glenn moved we spend up to $500 for printing 2,000 color brochures as
discussed.  Betsey 2nd.  Unanimous.
 
D)    Joint Rock Lake Meeting Format:  Betsey motioned that those
present be reflected in the minutes by two categories, a) board
members, and b) others (with their name and position), and that the
minutes will reflect which persons offer input on specific agenda
items.  Stan 2nd. Discussion.  Stan motioned that Betseyнs motion be
broken into two parts.  1) Those present be reflected in the minutes
by two categories, a) board members, and b) others (with their name
and position).  2) The minutes will reflect which persons offer input
on specific agenda items.  Glenn 2nd.  Motion #1 passed unanimously. 
Motion #2 Betsey aye, Glenn & Stan nay, motion #2 failed.  Betsey
motioned that unapproved minutes be circulated to committee members
only, and approved minutes to the public.  No 2nd, motion died.

New Business: none

Correspondence and Period of additional Public Comment:  Stan
reported about the sessions he attended at the Wisconsin Association
of Lakes annual convention in Green Bay at the end of April.  Patricia
mentioned that plans for the N end parking lot are moving forward, and
grant funding is being sought.

Adjournment: Betsey moved to adjourn, 2nd by Stan.
