Meeting Minutes, Tuesday June 5th, 2007, 6 - 8p.m. at Lake Mills City
Hall
Chairperson Glenn Zastrow called the meeting to order at 6:05p.m.
Board Members Present:  Betsey Delorey, Melissa Fehrman, Glenn
Zastrow, and Stan Smoniewski.
Others Present:  Jim Heinz of the Lake Mills Town Board, Wayne
Magnusson of the City Council for the first hour, and members of the
public, Lee and Debra Gatzke.
Elections:  Stan nominated Glenn as Chair, Melissa 2nd, Glenn was
elected.  Glenn nominated Melissa as vice-Chair, Stan 2nd, Melissa was
elected.  Glenn nominated Stan as Secretary, Melissa 2nd, Stan was
elected.
The agenda was accepted.  Stan motioned and Melissa seconded.  The
minutes for April were approved, Melissa motioned and Stan 2nd.  The
minutes for May were approved, Glenn motioned and Stan 2nd. Notice of
the meeting was published in the Lake Mills Leader.

Town and City Report: Jim reported that the Town Board passed a
resolution advising the State to give all local municipalities the
power to pass a ban on phosphorous in lawn fertilizer, or that the
State should pass a state-wide ban.

Old Business:

A)    Long Range Plan for Rock Lake (LRP): There was discussion of
weather the attendees of the  Clean Boats, Clean Waters workshop, held
in Lake Mills last year, could spearhead educational efforts called
for in the LRP.  The idea was that the trained attendees could update
their knowledge to include Viral Hemorrhagic Septicemia (VHS), and
approach boaters at launches with this and other educational
information.  Stan said he would contact some of the High School
attendees about this idea and report back to the committee.  Other
recommendations briefly discussed were; a ban on phosphorous in lawn
fertilizer, the lack of effective shoreland zoning in the City, and
storm water runoff into the Lake.  A simplified educational brochure,
this time focused on riparians, was identified as a possible aid.

B)    Boat Launch Ordinance and Beach Improvements: Melissa is
drafting.

C)    Educational Brochure: This brochure, for all lake users, is going
to the printers after a couple of adjustments were discussed.
 
D)    Joint Rock Lake Meeting Format:  Glenn attended an educational
workshop on open meetings laws in Wisconsin, and shared his
information with the group.

New Business: none

Correspondence and Period of additional Public Comment:  Two public
attendees shared their concern regarding Viral Hemorrhagic Septicemia
(VHS).  They suggested signs be placed at all the launches and
encouraged other educational efforts on this subject.

The next meeting will be July 10, 2007.  Adjournment: Betsey moved to
adjourn, 2nd by Stan.
