January 10, 2012

Meeting was called to order by Chair Oostdik.  Chair Oostdik, Supervisor Schroeder, Treasurer Guenterberg and Clerk Untz were present.  Supervisor Colegrove was absent.  Motion made and seconded to adopt the agenda. Carried by majority vote.  Motion made and seconded to approve the minutes of the December monthly meeting. Carried by majority vote.  Motion made and seconded to approve the January Treasurer’s Report. Carried by majority vote. Motion made and seconded to approve the General Fund Vouching of $1,921,851.04. Carried by majority vote.

Police Report read by Chief Robert Delaney.  No report from the Joint Rock Lake Committee.

Period of Public Comment: Mike Burows candidate for Count Board Representative for District 15 introduced himself and summarized some of the work that he has done as a County Board Rep.

Motion made and seconded to approve the request for conditional use permit for Kari and Tom Buechel at N6617 Shorewood Hills Road to keep 3 dogs as household pets in an R1 zone, to be reviewed in two years (January 2014) with the intent to reduce the number of dogs to 2 to conform to the ordinance. Roll Call Vote: Chairperson Oostdik-aye, Supervisor Schroeder-aye, Supervisor Colegrove-absent.  Motion carried by majority vote.

Motion made and seconded to postpone the discussion of proposed Grievance Procedure ordinance until the February meeting. Carried by majority.

Motion made and seconded to approve for publication and public hearing the proposed amendments to Town Ord. 3-5 “Regulation of Assemblage of Large Numbers of People”. Carried by majority.

Motion made and seconded to approve to send the proposed amended Town Ord. 2-5 “Regulation of Direct Sellers, Transient Merchants and Solicitors” to the Town’s Attorney for review and discuss at the February meeting.  Carried by majority.

Motion made and seconded to approve to send proposed Town Ord. 5-24 “Special Events” to the Town’s Attorney for review and discuss at the February meeting. Carried by majority.

Motion made and seconded to approve Budget Resolution No 2012-01,Town of Lake Mills, Wisconsin

A Resolution changing the 2011 budget of the Town of Lake Mills, Wisconsin, Adopted by a two-thirds majority vote of the entire membership of the TOWN BOARD,

BE IT RESOLVED by the TOWN BOARD of the Town of Lake Mills as follows:

That the sum of $112.94 is hereby transferred from the Legislative FICA & Med account to the Board Expense account. Motion carried by majority vote.

That the sum of $1,384.78 is hereby transferred from the Legal account to the Elections account. Motion carried by majority vote.

Motion made and seconded to approve Budget Resolution No 2012-10, Town of Lake Mills, Wisconsin

That the sum of $9,137.77 is hereby transferred from the Segregated Rock Lake Account   to the Rock Lake Budget account. Motion carried by majority vote.             

Motion made and seconded to approve the adoption of the proposed Jefferson County Agricultural  and Land Use Plan. Carried by majority vote.

No action taken on the discussion of signage and enforcement of Town Ord. 5-5 “Regulation of Traffic on the ice of Rock Lake”.  Several issues with the current ordinance need to be reviewed and researched by the Joint Rock Lake Committee.

Correspondence: Letter from the Lake Mills Fire Department regarding seeking donations for additional open- water rescue equipment.   And Notice from the Jefferson County Clerk regarding upcoming elections.
